Cyber Sense Act of 2021 This bill requires the Department of Energy to establish a voluntary Cyber Sense program to test the cybersecurity of products and technologies intended for use in the bulk-power system. The bulk-power system includes facilities and control systems necessary for operating an interconnected electric energy transmission network.
DHS Blue Campaign Enhancement Act This bill requires the Department of Homeland Security (DHS) to expand its Blue Campaign, which coordinates DHS actions to identify and prevent human trafficking. The bill requires DHS to (1) provide web-based training for law enforcement and corrections personnel, and (2) establish an advisory board for the campaign.
Strengthening the Vaccines for Children Program Act of 2021 This bill modifies vaccination programs and coverage for children under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, the bill expands and otherwise modifies the Vaccines for Children Program, which provides free vaccinations to individuals 18 years of age or younger who are uninsured or underinsured (i.e., with limited or no insurance for vaccines), are eligible for Medicaid, or are American Indians or Alaskan Natives. The bill expands the program to include children enrolled in CHIP and temporarily provides for additional payments to incentivize provider participation. The Government Accountability Office must report on the related effects of the bill's changes. The bill also expands coverage under Medicaid and CHIP to include vaccine counseling and educational services for children and temporarily requires payments to be made at a rate that is no less than the rate under Medicare for equivalent services. It also temporarily increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for states that conduct culturally appropriate outreach regarding the benefits of vaccinations for children.
DHS Industrial Control Systems Capabilities Enhancement Act of 2021 This bill requires the Cybersecurity and Infrastructure Security Agency (CISA) to maintain certain capabilities to identify and address threats to industrial control systems. Specifically, the bill requires CISA's National Cybersecurity and Communications Integration Center to ensure that its activities address the security of both information and operational technology, including industrial control systems. Additionally, CISA must maintain capabilities to identify and address threats and vulnerabilities to products and technologies intended for use in the automated control of critical infrastructure processes by (1) leading efforts to identify and mitigate cybersecurity threats to industrial control systems; (2) maintaining threat hunting and incident response capabilities to respond to cybersecurity risks and incidents; (3) providing cybersecurity technical assistance to stakeholders; and (4) collecting, coordinating, and providing vulnerability information to the industrial control systems community. CISA shall provide to the homeland security committees a briefing on its industrial control systems capabilities at specified intervals. The Government Accountability Office must review and report on implementation of the bill's requirements.

Energy and Water Development and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations for U.S. Army Corps of Engineers civil works projects, the Department of the Interior's Bureau of Reclamation, the Department of Energy (DOE), and independent agencies such as the Nuclear Regulatory Commission. The bill provides appropriations for U.S. Army Corps of Engineers civil works projects, including for Investigations, Construction, Mississippi River and Tributaries, Operation and Maintenance, the Regulatory Program, the Formerly Utilized Sites Remedial Action Program, Flood Control and Coastal Emergencies, Expenses, the Office of the Assistant Secretary of the Army for Civil Works, and the Water Infrastructure Finance and Innovation Program. The bill provides appropriations to the Department of the Interior for the Central Utah Project and the Bureau of Reclamation. The bill provides appropriations to DOE for Energy Programs, including Energy Efficiency and Renewable Energy; Cybersecurity, Energy Security, and Emergency Response; Electricity; Nuclear Energy; Fossil Energy And Carbon Management; Naval Petroleum and Oil Shale Reserves; the Strategic Petroleum Reserve; the Northeast Home Heating Oil Reserve; the Energy Information Administration; Non-Defense Environmental Cleanup; the Uranium Enrichment Decontamination and Decommissioning Fund; Science; Nuclear Waste Disposal; Technology Transitions; Clean Energy Demonstrations; the Advanced Research Projects Agency—Energy; the Title 17 Innovative Technology Loan Guarantee Program; the Advanced Technology Vehicles Manufacturing Loan Program; the Tribal Energy Loan Guarantee Program; Indian Energy Policy And Programs; Departmental Administration; and the Office of the Inspector General. The bill also provides appropriations to DOE for Atomic Energy Defense Activities of the National Nuclear Security Administration, Environmental and Other Defense Activities, and the Power Marketing Administrations. The bill provides appropriations to several independent agencies, including the Federal Energy Regulatory Commission and the Nuclear Regulatory Commission. The bill also sets forth requirements and restrictions for using funds provided by this and other appropriations acts.
Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.
Turkey Human Rights Promotion Act of 2021 This bill directs the Department of State to provide assistance to civil society organizations in Turkey that (1) work to secure the release of prisoners of conscience and political prisoners in Turkey, or (2) provide support and post-incarceration assistance for such prisoners.
AI in Counterterrorism Oversight Enhancement Act This bill expands the responsibilities of the Privacy and Civil Liberties Oversight Board to include oversight of the use of artificial intelligence (AI) in counterterrorism and addresses related issues. Specifically, the board must continually review any AI-enabled technologies used in counterterrorism efforts and determine whether such technologies protect privacy and civil liberties and adhere to relevant policies. The bill also expands the board's authorities to access or subpoena information to include information about AI-enabled technologies used for counterintelligence, such as the training and testing processes for such technologies. Furthermore, the bill expands the responsibilities of privacy and civil liberties officers to include responsibilities related to AI-enabled technologies used in counterterrorism. (Currently, the statute requires certain departments and agencies, including the Department of Justice and the Office of the Director of National Intelligence, to each designate one senior officer as a privacy and civil liberties officer to provide certain information to the board.)
Urban Indian Health Providers Facilities Improvement Act This bill expands the authority of the Indian Health Service (IHS) to make funds available for urban Indian organizations to renovate, construct, or expand urban Indian health facilities. Specifically, the bill authorizes the IHS to (1) make funds available for renovations even if the renovations are not minor, and (2) make funds available for purposes other than assisting the organizations in meeting certain accreditation standards.
