HR 2455: TRIA Act of 2021

Resetting the Impact Act of 2021 or the TRIA Act of 2021 This bill requires certain data collection and recommendations relating to a Medicare post-acute care prospective payment system to incorporate the effects of COVID-19 on providers and patients. Current law requires the Centers for Medicare & Medicaid Services (CMS) and the Medicare Payment Advisory Commission to develop a prototype for a unified Medicare payment system for post-acute care that is based primarily on patient characteristics (e.g., cognitive ability, functional status, or impairments) rather than the provider setting (e.g., skilled nursing facility, home health agency, inpatient rehabilitation facility, or long-term care hospital). The bill requires the prototype to account for the role of post-acute care providers during public health emergencies, particularly in light of the COVID-19 emergency and the related effects on such providers and their patients. The bill also delays the development of the prototype until two years after the later of January 1, 2022, and the date by which the CMS has collected eight calendar quarters of data after the emergency ends and other changes have been implemented.

HR 2454: Protecting Access to Ground Ambulance Medical Services Act of 2021

Protecting Access to Ground Ambulance Medical Services Act of 2021 This bill modifies Medicare payment of ground ambulance services in rural areas. Specifically, the bill extends the specialized rate increase for such services for an additional five years (until January 1, 2028). The bill also requires the Centers for Medicare & Medicaid Services to (1) allow an area that has 1,000 or fewer individuals per square mile to retain its status as a rural area even if it would otherwise no longer qualify, and (2) establish an appeals process for providers to seek reconsideration of a change in an area's status.

HRES 268: Recognizing the patriotism and contributions of veterans service organizations.

This resolution honors and recognizes the patriotism and contributions made by generations of veterans service organizations and commends the members of such organizations for their dedicated service to members of the Armed Forces, veterans, their families, and their communities. Additionally, the resolution encourages citizens to volunteer their support and services to veterans service organizations and to promote awareness of the contributions of such organizations to members of the Armed Forces, veterans, and their families.

S 1066: State Transportation Flexibility Act

State Transportation Flexibility Act This bill provides flexibility for a state to opt out of the federal-aid highway program. Specifically, the bill requires the Department of Transportation (DOT) to implement a direct federal-aid highway program that permits a state to waive its right to receive funds under the program and receive a prorated amount of taxes apportioned to the Highway Trust Fund (other than for the Mass Transit Account); sets forth responsibilities for states that elect to waive their rights, including that such states must agree to obligate or expend program amounts exclusively for projects that are eligible for surface transportation program funding; and directs DOT to implement a similar alternative funding program for public transportation programs.

S 1068: Asuncion Valdivia Heat Illness and Fatality Prevention Act of 2021

Asuncion Valdivia Heat Illness and Fatality Prevention Act of 2021 This bill requires the Department of Labor to promulgate an occupational safety or health standard on prevention of exposure to excessive heat. Excessive heat includes outdoor or indoor exposure to heat at levels that exceed the capacities of the body to maintain normal body functions and may cause heat-related injury, illness, or fatality. In addition, the bill establishes requirements concerning (1) training and education to prevent and respond to heat illness, and (2) whistle-blower protections.

HR 2447: Veterinary Medicine Loan Repayment Program Enhancement Act

Veterinary Medicine Loan Repayment Program Enhancement Act This bill modifies the requirements for calculating taxable income to exclude from gross income payments under the federal veterinary medicine loan repayment program or any state loan repayment or forgiveness program that is intended to provide for increased access to veterinary services in such state.

HR 1391: Taxpayer Research and Coronavirus Knowledge Act of 2021

Taxpayer Research and Coronavirus Knowledge Act of 2021 This bill requires the Department of Health and Human Services (HHS) to coordinate with specified federal entities to compile a public database of federal contracts, tax benefits, and other support for COVID-19 (i.e., coronavirus disease 2019) biomedical research and development. HHS must develop the database within one month and update it every two weeks.

HR 1361: AUTO for Veterans Act

Advancing Uniform Transportation Opportunities for Veterans Act or the AUTO for Veterans Act This bill authorizes the Department of Veterans Affairs (VA) to provide (or assist in providing) an eligible veteran or service member with an additional automobile or other conveyance under the VA automobile allowance and adaptive equipment program. Currently, a veteran or service member with a specified service-connected disability or impairment may not receive more than one automobile or other conveyance under the program. The bill authorizes the additional benefit for such veterans and service members if 10 years have passed since the person last received such benefit.

HR 1309: SERVE Act

Supporting Eating Disorders Recovery Through Vital Expansion Act or the SERVE Act This bill provides for inpatient and outpatient treatment of eating disorders under TRICARE for dependents of members of the uniformed services. Dependents are eligible for such care regardless of (1) their age, except with respect to residential service; and (2) whether the eating disorder is their primary or secondary diagnosis. The bill also requires the Department of Defense (DOD) and the Department of Homeland Security (with respect to the Coast Guard) to identify, treat, and rehabilitate members of the armed forces who have an eating disorder. Finally, DOD and the Department of Veterans Affairs must jointly develop, publish, and disseminate clinical practice criteria and guidelines on the identification and treatment of eating disorders.

HR 1217: Veterans 2nd Amendment Protection Act

Veterans 2nd Amendment Protection Act This bill prohibits the Department of Veterans Affairs (VA) from transmitting certain information to the National Instant Criminal Background Check System (NICS) utilized by licensed importers or dealers of firearms. Specifically, the bill prohibits the VA from transmitting personally identifying information of a veteran or a beneficiary to the NICS solely on the basis that such veteran or beneficiary has an appointed fiduciary to manage their benefits, unless there is an order or finding of a judicial authority that such veteran or beneficiary is a danger to themselves or others.

HR 2386: Expanding the Maritime Environmental and Technical Assistance Program

Expanding the Maritime Environmental and Technical Assistance Program This bill authorizes appropriations to support the maritime environmental and technical assistance program of the U.S. Maritime Administration, including activities related to technologies that support port and vessel air emissions reductions and to support zero emissions technologies. Additionally, activities shall be used to inform the policy decisions of the United States related to domestic regulations and to the United States position on matters before the International Maritime Organization.
