S 1815: Workforce Investment Disclosure Act of 2021

Workforce Investment Disclosure Act of 2021 This bill requires publicly traded companies to disclose information annually regarding workforce management policies, practices, and performance. This includes demographic information; data on temporary and contract workers; employee turnover rate; employee skills and capabilities; workforce health, safety, and well-being, including findings of harassment or discrimination; and employee compensation, benefits, and incentives. The Securities and Exchange Commission may exempt emerging growth companies from certain disclosures.

S 1217: Climate Risk Disclosure Act of 2021

Climate Risk Disclosure Act of 2021 This bill directs the Securities and Exchange Commission to require an issuer of securities to annually disclose information regarding climate change-related risks posed to the issuer, including an issuer's strategies and actions to mitigate these risks. Specifically, issuers must report their direct and indirect greenhouse-gas emissions and disclose their fossil fuel-related assets.

HR 5124: Manufacturing Reinvestment Corporation Act

Manufacturing Reinvestment Corporation Act This bill establishes the Manufacturing Reinvestment Corporation within the Department of Commerce. The corporation must set national strategic objectives for the manufacturing industry with an emphasis on equity and inclusion. Based on specified criteria, the corporation also must establish and make grants to 30 local Manufacturing Renaissance Councils to support the corporation's objectives. Each council must have a governing board comprised of at least nine members, which include community stakeholder organizations, local governments, educational institutions, and manufacturing companies. Each council must use grants from the corporation for economic development programs in the community, education and training, and wraparound services such as child care and mental health services. Additionally, the bill provides for the composition of the corporation's board of directors as well as the appointment of an executive director and other employees. The corporation must report annually about its national strategy and finances. The bill requires financial audits of the corporation and of each grantee and contractor.

HR 4: John R. Lewis Voting Rights Advancement Act of 2021

John R. Lewis Voting Rights Advancement Act of 2021 This bill establishes new criteria for determining which states and political subdivisions must obtain preclearance before changes to voting practices may take effect. Preclearance is the process of receiving preapproval from the Department of Justice (DOJ) or the U.S. District Court for the District of Columbia before making legal changes that would affect voting rights. A state and all of its political subdivisions shall be subject to preclearance of voting practice changes for a 10-year period if 15 or more voting rights violations occurred in the state during the previous 25 years; 10 or more violations occurred during the previous 25 years, at least 1 of which was committed by the state itself; or 3 or more violations occurred during the previous 25 years and the state administers the elections. A political subdivision as a separate unit shall also be subject to preclearance for a 10-year period if three or more voting rights violations occurred there during the previous 25 years. States and political subdivisions that meet certain thresholds regarding minority groups must preclear covered practices before implementation, such as changes to methods of election and redistricting. Further, states and political subdivisions must notify the public of changes to voting practices. Next, the bill authorizes DOJ to require states or political subdivisions to provide certain documents or answers to questions for enforcing voting rights. The bill also outlines factors courts must consider when hearing challenges to voting practices, such as the extent of any history of official voting discrimination in the state or political subdivision.

S 2713: Market Economy Sourcing Act

Market Economy Sourcing Act This bill limits the content from nonmarket economy countries that may be included in free trade agreement qualifying goods. A nonmarket economy country is a foreign country that does not operate on market principles of cost or pricing structures, so that sales of merchandise in such country do not reflect the fair price of the merchandise. The bill requires that, during the five-year period following entry into force of a free trade agreement, no more than 20% of a qualifying good may originate in a nonmarket economy country, and no more than 10% thereafter.

HR 5224: Preventing Overdoses and Saving Lives Act of 2021

Preventing Overdoses and Saving Lives Act of 2021 This bill establishes a grant program for states, Indian tribes, and territories to respond to the opioid crisis. In awarding the grants, the Department of Health and Human Services (HHS) must give priority to recipients with the highest opioid dispensing rates. Recipients must use at least 20% of grant funds to implement a program that requires a prescription for an opioid overdose reversal drug along with an opioid prescription if (1) a patient is prescribed benzodiazepines, medication-assisted treatment, or high-dose opioids; or (2) the prescriber has reason to know of the patient's history with substance use disorders. As part of this program, recipients must also require continuing education on opioid-prescribing practices for prescribers and on recognizing opioid overdose fatalities for coroners. Recipients must use the remaining funds to develop a strategic plan for the jurisdiction's response to the opioid crisis.

HRES 634: Expressing support for the designation of the week of September 13, 2021, through September 17, 2021, as "National Small Business Week" to celebrate the contributions of small businesses and entrepreneurs in every community in the United States.

This resolution celebrates the contributions of small businesses in every U.S. community and supports the designation of National Small Business Week. Further, it supports efforts to provide small businesses with aid and assistance through certain programs and initiatives.
