HR 6464: Affordable Clean Water Infrastructure Act

This bill amends federal water pollution control funding rules to make wastewater services more affordable for low-income communities. It requires states to dedicate at least 20% of their annual federal capitalization grants toward additional subsidies for wastewater infrastructure, with an additional 10% specifically reserved for rural, small, and tribal publicly owned treatment works. States must use these funds to help ratepayers afford wastewater (including stormwater) services, excluding loans with 0% interest rates from counting toward subsidy calculations. The policy directly affects communities served by publicly owned treatment works, particularly in underserved rural and tribal areas, by mandating minimum subsidy levels from state water funds.

HR 4242: Innovate Less Lethal to De-Escalate Tax Modernization Act

This bill exempts certain less-than-lethal projectile devices from federal sales taxes and National Firearms Act restrictions. It directly affects manufacturers, importers, and producers of these devices, which are defined as non-lethal tools (like rubber bullets or beanbag rounds) designed not to cause serious injury and unable to be easily converted to use standard firearm ammunition. Key mechanisms include a 90-day classification process for manufacturers seeking exemption, an annual public list of approved devices, and annual congressional reports on devices excluded from the exemption. The policy change applies to devices meeting specific safety criteria, such as projectile velocity limits and design features preventing misuse as conventional weapons.

HR 7296: SAVE America Act

Safeguard American Voter Eligibility Act or the SAVE America Act This bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote, and requires photo identification to vote, in federal elections. Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship. Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process to demonstrate U.S. citizenship. Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources. Additionally, states must remove noncitizens from their official lists of eligible voters. The bill (1) provides for a private right of action for certain violations, and (2) establishes criminal penalties for certain offenses. Individuals voting in federal elections must present an eligible photo identification document. An individual who votes by absentee ballot must submit a copy of their identification document with both the request for, and the submission of, the absentee ballot.

HR 7286: To amend the Internal Revenue Code of 1986 to revoke the tax-exempt status of organizations that provide, or provide funding for, abortion.

This bill would revoke the tax-exempt status of nonprofit organizations (like charities or health groups) that provide or fund abortions, except in specific cases. It directly affects organizations currently classified under Section 501(c)(3) of the tax code, such as some healthcare providers or advocacy groups. Key provisions define "abortion" as intentionally terminating a pregnancy (excluding cases where the mother’s life is at risk, or the pregnancy resulted from rape or incest), and deny tax exemption to groups meeting this definition. The change would take effect for tax years starting after the bill’s enactment date.

HR 7279: Nurse Faculty Shortage Reduction Act of 2026

HR 7279, the Nurse Faculty Shortage Reduction Act of 2026, creates a federal program to address nurse faculty shortages by covering the pay gap between nursing faculty salaries and clinical nursing salaries. It authorizes $15 million annually (2027-2031) for nursing schools to supplement faculty salaries for up to three years, targeting faculty who previously worked in clinical practice or are new hires. Schools must submit detailed salary data comparing clinical nurse pay to faculty pay and demonstrate plans to sustain funding after the grant period. The program prioritizes schools in health professional shortage areas, serving vulnerable populations, or focusing on underrepresented faculty, with a report due to Congress within three years of enactment.

S 3746: Stopping Transfers of Public Funds Abroad Act

This bill prohibits individuals receiving federal public assistance benefits from sending money abroad via remittance services (like Western Union) while they are receiving benefits. It requires applicants to sign a legally binding declaration under penalty of perjury that they will not make such transfers, with violations punishable by a $100,000 fine. The law applies to specific federal benefit programs (e.g., SSI, TANF) as defined in existing regulations, and takes effect 30 days after enactment. It directly affects low-income benefit recipients who might otherwise send funds internationally.

S 3718: Delivering for Rural Seniors Act of 2026

The Delivering for Rural Seniors Act of 2026 creates a pilot program to provide home delivery of food commodities from the Commodity Supplemental Food Program (CSFP) to low-income seniors in rural areas. It authorizes $10 million annually for fiscal years 2027-2029 to fund competitive grants to state agencies, which must use funds for transportation, staffing, and outreach related to home delivery services - with priority for rural communities. State agencies must report annually on program outcomes, including delivery numbers, cost per delivery, and effectiveness evaluations. HJRES 144: Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Veterans Affairs relating to "Reproductive Health Services".

HJRES 144 is a congressional disapproval resolution targeting a specific rule issued by the Department of Veterans Affairs (VA) on December 31, 2025, which addressed "Reproductive Health Services" (90 Fed. Reg. 61310). This resolution directs Congress to disapprove the VA rule under Chapter 8 of Title 5, U.S. Code, meaning the rule would have no legal effect if passed. The bill directly affects the VA's implementation of reproductive health services for veterans, as it seeks to nullify the agency's existing policy. This is a procedural measure, not a substantive policy change, aimed solely at blocking the VA's rule through congressional action.

SRES 587: A resolution designating the week of January 25 through January 31, 2026, as "National School Choice Week".

This resolution designates the week of January 25-31, 2026, as "National School Choice Week" to recognize educational options for K-12 students. It encourages parents to learn about school choices and urges the public to host events raising awareness about diverse education environments, including public schools, charter schools, private schools, and homeschooling. The resolution has no policy or funding impact - it is a ceremonial designation acknowledging existing annual events celebrating educational choice.

HRES 1020: Honoring President Donald J. Trump for securing a historic strategic agreement establishing permanent United States sovereignty and control over critical military installations in Greenland, strengthening Arctic security, and countering malign Russian and Chinese influence.

This is a ceremonial resolution (HRES 1020), not a legislative bill. It contains factual inaccuracies: Greenland is an autonomous territory within Denmark, not a U.S. territory, and no such agreement securing U.S. sovereignty over Greenland military installations has ever been negotiated or implemented under any administration. The resolution falsely claims President Trump "secured a historic strategic agreement" for permanent U.S. control, which contradicts actual U.S.-Denmark relations and international law. As a purely commemorative resolution with no policy or legal effect, it does not establish new rights, obligations, or mechanisms. A factual summary cannot be provided due to the resolution's misleading claims about the agreement.
