Finally, the resolution calls on the Biden administration to sanction members of the State Duma and Federation Council who voted to recognize the independence of the DPR and the LPR, as well as close associates or family members of those officials, pursuant to Executive Orders 13660 and 13661, which authorize sanctions against those who threaten Ukraine's sovereignty and are officials of the Russian Federation.

This resolution expresses that the House of Representatives stands unequivocally with the Ukrainian people and supports Ukraine's sovereignty and right to self-governance; condemns Russian President Vladimir Putin's full-scale, unprovoked war on Ukraine and violations of international laws and principles; reaffirms the commitment to work with allies of the free world and the Biden Administration to provide lethal weapons for Ukraine's defense, as well as, nonlethal, diplomatic, intelligence, and humanitarian support to Ukraine; calls on the Biden Administration to immediately enact additional crippling, punitive sanctions on Vladimir Putin and his Russian authoritarian regime as well as appoint a U.S. Ambassador to Ukraine without further delay; and urges all members of international governing bodies to which the Russian Federation belongs to publicly condemn President Putin's aggression.
Building Civic Bridges Act This bill establishes an office and pilot grant program within the Corporation for National and Community Service to support civic bridge building, which aims to address local issues and polarization within communities.
No Most Favored Nation Trading with Russia Act This bill withdraws normal trade relations treatment from Russia. Additionally, the bill requires the President to encourage U.S. allies and partners to (1) consider taking similar actions; and (2) condemn, at the World Trade Organization (WTO), Russia's aggression in Ukraine. Further, the President must direct the U.S. Permanent Representative to the WTO to seek suspension of Russia's membership in the WTO.
Robert Parris Moses Congressional Gold Medal Act This bill provides for the award of a Congressional Gold Medal posthumously to Robert Parris Moses in recognition of his achievements and contributions to American education and civil rights.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill (1) converts the Corporation for National and Community Service into the AmeriCorps Administration and revises its membership, leadership, and authority; (2) reauthorizes programs carried out by the administration; (3) establishes a National Service Foundation to accept and administer gifts on behalf of the administration; (4) modifies the calculation of national service educational awards; and (5) otherwise modifies provisions related to national and volunteer service programs. Additionally, the bill creates an interagency Civilian Climate Corps, operated by the administration, to conduct service projects addressing climate change.
