Solid Start Act of 2022 This act permanently authorizes and expands the Solid Start program, which is an outreach program for veterans in their first year of separation from the military. Specifically, the act requires the Department of Veterans Affairs (VA) to coordinate with the Department of Defense to collect updated contact information during transition classes or separation counseling for members of the Armed Forces who are separating from service; explain the existence and purpose of the program; call veterans three times within the first year of separation; publish information about the program in booklets and on the VA website; provide women veterans with information tailored to their health care and benefit needs; provide information on access to state and local resources, such as Vet Centers; gather and analyze data that assesses the effectiveness of the program; ensure calls are tailored to each veteran's needs by conducting quality assurance tests; and prioritize outreach to veterans who have accessed mental health resources prior to separation from the Armed Forces. Under the act, the VA is authorized to (1) encourage members of the Armed Forces to provide additional contact information if they are unreachable following their separation, and (2) follow up on missed phone calls.
This bill designates the facility of the United States Postal Service located at 3900 Crown Road Southwest in Atlanta, Georgia, as the John R. Lewis Post Office Building.
This bill designates the Department of Veterans Affairs clinic in Mishawaka, Indiana, as the "Jackie Walorski VA Clinic" to honor former U.S. Representative Jackie Walorski, who served on the House Committee on Veterans' Affairs and advocated for veterans. The law requires all federal references - including laws, documents, and maps - to use the new name for the clinic, effective upon enactment. It does not change the clinic’s services, funding, or operations, as it is a purely commemorative naming resolution.
Patient Advocate Tracker Act This act requires the Office of Patient Advocacy within the Veterans Health Administration to establish an information technology system that allows veterans or their representatives to electronically file a complaint with a patient advocate and review the status of a filed complaint.
Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2024, through December 31, 2024. All surcharges received by Treasury from the sale of such coins must be paid equally to the National Underground Railroad Freedom Center in Cincinnati, Ohio, and The Harriet Tubman Home, Inc. in Auburn, New York, for the purpose of accomplishing and advancing their missions.
Keep Kids Fed Act of 2022 This bill provides funding for and makes changes to school meal programs and the Child and Adult Care Food Program (CACFP). It also rescinds certain funds provided under the American Rescue Plan Act of 2021; the Consolidated Appropriations Act, 2021; and the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Specifically, the bill increases the reimbursement rate for school lunches by 40 cents and for school breakfasts by 15 cents for the school year beginning in July 2022. The bill extends the authority of the Department of Agriculture (USDA) to waive certain requirements for the school meal programs and the CACFP to address COVID-19. In particular, the bill extends authority through September 30, 2022, for USDA to grant waivers related to summer food service programs; through June 30, 2022, for USDA to grant waivers of requirements to allow non-congregate feeding in the CACFP for purposes of providing meals and snacks with appropriate safety measures with respect to COVID-19; and through June 30, 2023, for USDA to grant waivers related to the nutritional content of meals served in child nutrition programs if it determines the waiver is necessary to provide meals and snacks, and there is a food supply chain disruption due to COVID-19. The bill authorizes USDA to establish a nationwide waiver of statutory and regulatory requirements under child nutrition programs for the 2022-2023 school year. Additionally, the bill increase the reimbursement rate for meals and snacks under the CACFP by 10 cents for the school year beginning in July 2022. Further, the bill increases the reimbursement of tier II family or group day care homes to tier I amounts for the 2022-2023 school year. The bill rescinds certain funding provided to USDA, the Department of Education, and the Small Business Administration. Finally, the bill requires USDA to ensure that technical assistance is made available to states and school food authorities for assisting parents and school leaders with transitioning to the operation of school meal programs without certain waivers.
Federal Rotational Cyber Workforce Program Act of 2021 This bill establishes a rotational cyber workforce program under which certain federal employees may be detailed among rotational cyber workforce positions at other agencies. This bill authorizes an agency to determine whether a workforce position involving information technology, cybersecurity, or other cyber-related functions in that agency is eligible for the program. Additionally, the bill requires the Office of Personnel Management to issue a Federal Rotational Cyber Workforce Program operation plan providing policies, processes, and procedures for detailing employees among rotational cyber workforce positions at agencies. The Government Accountability Office must assess the operation and effectiveness of the rotational cyber workforce program by addressing the extent to which agencies have participated in the program and the experiences of employees serving in the program.
Ocean Shipping Reform Act of 2022 This act revises requirements governing ocean shipping to increase the authority of the Federal Maritime Commission (FMC) to promote the growth and development of U.S. exports through an ocean transportation system that is competitive, efficient, and economical. For example, the bill requires the FMC to (1) investigate complaints about detention and demurrage charges (i.e., late fees) charged by common ocean carriers, (2) determine whether those charges are reasonable, and (3) order refunds for unreasonable charges. It also prohibits common ocean carriers, marine terminal operators, or ocean transportation intermediaries from unreasonably refusing cargo space when available or resorting to other unfair or unjustly discriminatory methods.
Dr. Kate Hendricks Thomas Supporting Expanded Review for Veterans In Combat Environments Act or the Dr. Kate Hendricks Thomas SERVICE Act This bill expands eligibility for Veterans Health Administration mammography screenings to veterans who served in certain locations during specified periods, including those who were exposed to toxic substances at such locations. The specified locations and corresponding time periods include Iraq between August 2, 1990, and February 28, 1991, and from March 19, 2003, until burn pits (areas used for burning solid waste in open air without equipment) are no longer used in Iraq; the Southwest Asia theater of operations, including Kuwait, Saudi Arabia, Oman, and Qatar, from August 2, 1990, until burn pits are no longer used in such locations; Afghanistan, Djibouti, Syria, Jordan, Egypt, Lebanon, and Yemen from September 11, 2001, until burn pits are no longer used in such locations; and other locations and time periods as determined by the Airborne Hazards and Open Burn Pit Registry. The bill specifies that the listed locations do not include bodies of water around or airspace above such locations.
United States Army Rangers Veterans of World War II Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the U.S. Army Rangers Veterans of World War II in recognition of their dedicated service during World War II.
Postal Service Reform Act of 202 2 This bill addresses the finances and operations of the U.S. Postal Service (USPS). The bill requires the Office of Personnel Management (OPM) to establish the Postal Service Health Benefits Program within the Federal Employees Health Benefits Program under which OPM may contract with carriers to offer health benefits plans for USPS employees and retirees. The bill provides for coordinated enrollment of retirees under this program and Medicare. The bill repeals the requirement that the USPS annually prepay future retirement health benefits. Additionally, the USPS may establish a program to enter into agreements with an agency of any state government, local government, or tribal government, and with other government agencies, to provide certain nonpostal products and services that reasonably contribute to the costs of the USPS and meet other specified criteria. The USPS must develop and maintain a publicly available dashboard to track service performance and must report regularly on its operations and financial condition. The Postal Regulatory Commission must annually submit to the USPS a budget of its expenses. It must also conduct a study to identify the causes and effects of postal inefficiencies relating to flats (e.g., large envelopes). The USPS Office of Inspector General shall perform oversight of the Postal Regulatory Commission.
"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill provides for the award of a Congressional Gold Medal to the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II.
