For-Profit College Conversion Accountability Act This bill establishes certain criteria that an institution of higher education (IHE) must meet to be eligible for conversion from a for-profit IHE to a nonprofit IHE. An IHE seeking conversion must submit an application to the Department of Education (ED). The application must demonstrate, among other requirements, that the IHE is operated by one or more nonprofit corporations or associations. Before approving the conversion, ED must publish the application in the Federal Register for notice and comment. Upon approval, the IHE must be regulated as a for-profit IHE for a five-year transition period. ED must also establish an office to carry out the requirements of this bill.
Working Families Childcare Access Act of 2021 or the WFCA Act of 2021 This bill allows certain additional expenses in a dependent care flexible spending arrangement (FSA), specifically qualified sports, tutoring, and music or art expenses. Maximizing America's Prosperity Act of 2021 This bill establishes annual spending limits that are equal to specified percentages of potential gross domestic product (GDP). Potential GDP generally refers to the GDP that would occur if the economy were at full employment without inflation. The spending limits apply to all budget authority and outlays of the federal government excluding net interest. The bill establishes procedures for enforcing the spending limits, including requirements for sequestration (i.e., automatic spending cuts) and for the President's budget and congressional budget resolutions to comply with the limits. The bill also requires at least 1% of total discretionary spending for each year to be reserved for emergencies.

Specifically, the bill provides statutory authority for the definition of waters of the United States , commonly known as WOTUS, included in the 2020 Navigable Waters Protection Rule: Definition of "Waters of the United States." In September of 2020, presidential memorandums placed a moratorium on all energy leases in those areas for a 10-year period. This bill allows energy leases from such sources in those areas during that time.
Secure and Fair Enforcement Banking Act of 2021 or the SAFE Banking Act of 2021 This bill generally prohibits a federal banking regulator from penalizing a depository institution for providing banking services to a legitimate cannabis-related business. Prohibited penalties include terminating or limiting the deposit insurance or share insurance of a depository institution solely because the institution provides financial services to a legitimate cannabis-related business and prohibiting or otherwise discouraging a depository institution from offering financial services to such a business. Additionally, proceeds from a transaction involving activities of a legitimate cannabis-related business are not considered proceeds from unlawful activity. Proceeds from unlawful activity are subject to anti-money laundering laws. Furthermore, a depository institution is not, under federal law, liable or subject to asset forfeiture for providing a loan or other financial services to a legitimate cannabis-related business. The bill also provides that a federal banking agency may not request or order a depository institution to terminate a customer account unless (1) the agency has a valid reason for doing so, and (2) that reason is not based solely on reputation risk. Valid reasons for terminating an account include threats to national security and involvement in terrorist financing, including state sponsorship of terrorism. Finally, the bill decreases the cap on the surplus funds of the Federal Reserve banks. (Amounts exceeding this cap are deposited in the general fund of the Treasury.)
