HR 3654: ROBUST Act

Rural Opportunities for Broadband in Underserved Settlements and Towns Act or the ROBUST Act This bill requires the Federal Communications Commission (FCC) to determine whether spectrum usage rights under covered licenses are unutilized or underutilized in rural areas. A covered license is an FCC-issued license for the use of electromagnetic spectrum (1) whereby a licensee may use such spectrum for the provision of broadband service, and (2) that includes a rural area in any part of its geographic scope. If the FCC determines that a licensee's spectrum usage rights are unutilized or underutilized in a rural area, it must recommend that the licensee lease the rights to other entities to provide broadband service in that area. The bill also establishes prioritization and eligibility requirements for funding provided under the Department of Agriculture's Broadband ReConnect Program, which furnishes loans and grants for the costs of infrastructure needed to provide broadband service in rural areas.

Improving Access to Medicare Coverage Act of 2021 This bill deems an individual receiving outpatient observation services in a hospital as an inpatient for purposes of satisfying the three-day inpatient hospital-stay requirement with respect to Medicare coverage of skilled nursing facility services.

HR 3622: Clean Water Standards for PFAS Act of 2021

Clean Water Standards for PFAS Act of 2021 This bill directs the Environmental Protection Agency (EPA) to develop requirements and incentives to limit the discharge of perfluoroalkyl and polyfluoroalkyl substances (PFAS) into certain waters of the United States. PFAS are man-made and may have adverse human health effects. A variety of products contain the compounds, such as nonstick cookware or weatherproof clothing. Within two years, the EPA must publish water quality criteria for each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. The water quality criteria must determine how much of these substances can be present in water before it is likely to harm human health. Within four years, the EPA must publish a final rule that establishes, for each priority industry category specified in the bill, effluent limitations guidelines and standards for the discharge of each measurable perfluoroalkyl substance, polyfluoroalkyl substance, and class of PFAS. Under the Clean Water Act, effluent limitations restrict the quantities, rates, and concentrations of chemical, physical, biological, and other constituents which are discharged from point sources (e.g., a discernible source such as a pipe) into navigable waters, the ocean, or other specified waters. In addition, the EPA must award grants to owners and operators of publicly owned treatment works for implementing the effluent limitations guidelines and standards.

HR 3594: Surface Transportation Research and Development Act of 2021

Surface Transportation Research and Development Act of 202 1 This bill addresses provisions related to surface transportation research, development, and deployment programs of the Department of Transportation (DOT). Among other provisions, the bill reauthorizes through FY2026 DOT highway research and development programs, including highway safety, technology and innovation deployment, training and education, and intelligent transportation systems; sets forth a program to provide awards to institutions of higher education or nonprofit research organizations to establish regional road weather research and development centers; reauthorizes through FY2026 the University Transportation Centers Program, the Bureau of Transportation Statistics, the public transportation research and development program, the National Cooperative Rail Research Program, the hazardous materials research and development program, and the National Cooperative Freight Transportation Research Program; establishes Centers of Excellence to advance research and development that improves the resilience of regions of the United States to natural disasters, extreme weather, and the effects of climate change on modal and multimodal transportation and infrastructure; directs DOT to carry out and publish the results of a study for the purpose of informing land use and transportation planning for accessible health, food, education, and other essential services and activities; and requires DOT to establish a multimodal national cooperative freight transportation research program, a Heavy Freight Automated Trucking Research Initiative, and an Advanced Transportation Research and Innovation Program.

HCONRES 36: Establishing the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus.

This concurrent resolution establishes the Joint Select Committee on the Events and Activities Surrounding China's Handling of the 2019 Novel Coronavirus to investigate and report to Congress and the executive branch specified information related to the coronavirus (i.e., the virus that causes COVID-19) pandemic. This report must include the origins and causes of the coronavirus; certain coronavirus-related policies, decisions, and activities by the government of China; accountability for policies, decisions, and activities related to influencing the World Health Organization's response to the coronavirus outbreak; vulnerabilities of the U.S. domestic and global supply chain to a global pandemic due to reliance on Chinese manufacturing; information related to lessons learned from China's handling of the coronavirus; and recommended actions the federal government should take in response to China's handling of the coronavirus.

HCONRES 37: Honoring the men and women who paid the ultimate price for the Nation's freedom and recommitting the people of the United States to remember and renew the legacy of Memorial Day.

This concurrent resolution urges all Americans to continue to observe the National Moment of Remembrance to honor the approximately 1.3 million members of the Armed Forces who have lost their lives in war from 1775 to 2021. The concurrent resolution also recognizes (1) that Memorial Day is a day to commemorate and honor military personnel who never returned home, and (2) that representative governance of the people of the United States would not be possible without the bravery of those members of the Armed Forces who are honored on Memorial Day.

HRES 413: Recognizing 12 years since the end of the war in Sri Lanka on May 18, 2009, honoring the lives lost, and expressing support for justice, accountability, reconciliation, reconstruction, reparation, and reform in Sri Lanka to ensure a lasting peaceful political solution and a prosperous future for all people of Sri Lanka.

This resolution acknowledges the 12th anniversary of the end of the war in Sri Lanka and offers condolences to all those affected. It also commends the UN Human Rights Council for prioritizing the collection of evidence of human rights violations.

HR 3640: Union Transparency and Accountability Act

Union Transparency and Accountability Act This bill requires labor organizations to file certain disclosure forms detailing expenditures of union dues, imposes civil fines on labor organizations that fail to file required disclosures, and makes it unlawful for any labor organization to discharge or discriminate against any employee who has filed a whistle-blower complaint or who is testifying in a disclosure proceeding.
