HR 3753: Parity Implementation Assistance Act

Parity Implementation Assistance Act This bill provides grants to assist states with the implementation of the federal mental health parity requirements. States receiving the grants must request and review from private health insurance plans their required comparative analysis of nonquantitative treatment limitations (NQTLs) with respect to mental health or substance use disorder benefits. (NQTLs are limitations on the scope or duration of benefits for treatment, such as preauthorization requirements.)

HJRES 50: Recognizing that Article I, Section 10 of the United States Constitution explicitly reserves to the States the sovereign power to repel an invasion and defend their citizenry from the overwhelming and "imminent danger" posed by paramilitary, narco-terrorist cartels who have seized control of our southern border.

This joint resolution recognizes and affirms the sovereign and unilateral authority of states to defend themselves against invasion.

S 312: COVID–19 Safer Detention Act of 2021

COVID-19 Safer Detention Act of 2021 This bill expands statutory authority for federal prisoners to be released before completing their sentences or to be placed in the community to serve the final portion of their sentences. First, the bill makes changes to the early release pilot program which authorizes the Bureau of Prisons to release early and place on home confinement elderly offenders and terminally ill offenders who meet eligibility criteria. This bill expands eligibility to offenders serving time for an offense under the laws of the District of Columbia, reduces the amount of time an offender must serve by the good time credits earned by the offender, and creates a judicial review process for prisoners. Second, the bill modifies the compassionate release process which authorizes federal courts to reduce a prisoner's sentence and impose a term of probation or supervised released in certain circumstances. This bill expands eligibility to prisoners sentenced before November 1, 1987; and specifies that vulnerability to COVID-19 is a basis for compassionate release. Regarding the judicial review of these release authorities, the bill also (1) authorizes federal courts to appoint counsel to assist defendants, (2) applies statutory rights for crime victims to these proceedings, and (3) shortens the waiting period during the COVID-19 pandemic. Additionally, the bill requires the Government Accountability Office to study postrelease, probation, and pretrial services, including recent changes. Finally, the bill directs the Administrative Office of the U.S. Courts to request resources to address staffing needs in each judicial district, including resources that may be necessary as a result of this bill.

HR 7: Paycheck Fairness Act

Paycheck Fairness Act This bill addresses wage discrimination on the basis of sex, which is defined to include pregnancy, sexual orientation, gender identity, and sex characteristics. Specifically, it limits an employer's defense that a pay differential is based on a factor other than sex to only bona fide job-related factors in wage discrimination claims, enhances nonretaliation prohibitions, and makes it unlawful to require an employee to sign a contract or waiver prohibiting the employee from disclosing information about the employee's wages. The bill also increases civil penalties for violations of equal pay provisions. Additionally, the Equal Employment Opportunity Commission (EEOC) and the Office of Federal Contract Compliance Programs must train EEOC employees and other affected parties on wage discrimination. The bill directs the Department of Labor to (1) establish and carry out a grant program to provide training in negotiation skills related to compensation and equitable working conditions, (2) conduct studies to eliminate pay disparities between men and women, and (3) make available information on wage discrimination to assist the public in understanding and addressing such discrimination. The bill establishes the National Award for Pay Equity in the Workplace for an employer who has made a substantial effort to eliminate pay disparities between men and women. It also establishes the National Equal Pay Enforcement Task Force to address compliance, public education, and enforcement of equal pay laws. Finally, the bill requires the EEOC to issue regulations for collecting from employers compensation and other employment data according to the sex, race, and national origin of employees for use in enforcing laws prohibiting pay discrimination.

HR 3688: MOMS Act of 2021

Modernizing Obstetric Medicine Standards Act of 2021 or the MOMS Act This bill provides statutory authority for an existing program and establishes a new grant program within the Health Resources and Services Administration (HRSA) to improve maternal health outcomes. Specifically, the bill provides statutory authority for the Alliance for Innovation on Maternal Health program, which is administered by HRSA's Maternal and Child Health Bureau. This program supports safe maternal care by promoting the use of evidence-based practices that improve patient outcomes. HRSA must also establish a new grant program for states and hospitals to implement these practices.

HR 2477: Urban Forests Act of 2021

Urban Forests Act of 2021 This bill provides for support to maintain urban forests. The Department of Agriculture (USDA) shall establish a grant program to be known as the Tree City USA Grant Program to provide competitive grants to qualifying local governments to enhance and maintain urban forests. USDA and the Department of Labor shall jointly establish Civilian Conservation Centers in urban and community areas. A specified five-year report on state forests and their resources shall contain an analysis of forest carbon over the previous two decades. Such report shall demonstrate the efforts taken by the Forest Service to conduct a strategic national forest inventory by measuring field plots in combination with advanced technology to improve data, information, and estimates of precision; and use advanced geospatial technologies to improve the area and volume estimates of those field plots, especially for sub-state regions and smaller areas. USDA shall enter into a memorandum of understanding with the Departments of Health and Human Services, Housing and Urban Development, the Interior, Labor, and Transportation and the Environmental Protection Agency to identify strategies to increase equitable access to urban forests through existing programs and authorities; and conduct research on the benefits of urban forests for air quality, heat island mitigation, energy burden reduction, and enhanced shading for heat-resilient housing and active transit.

HR 2390: Donument Act

Donument Act This bill establishes the Southern Border Wall National Monument in the states of California, Arizona, New Mexico, and Texas to protect the southern border wall from alteration. The Bureau of Land Management (BLM) shall administer the monument. The BLM shall establish administrative jurisdiction over portions of the southern border wall within the monument as necessary to carry out this bill by entering into memoranda of understanding with each federal department or agency with administrative jurisdiction over land within the monument on which portions of the wall are located, and the governing body of each Indian tribe with administrative jurisdiction over land within the monument on which portions of the wall are located. The BLM shall prepare a general management plan for the monument.

HR 3714: Where’s our Money Going Act

Where's our Money Going Act This bill requires each state or local government that received COVID-19 relief funding or funding under the Consolidated Appropriations Act, 2021 to submit a report to Congress detailing the amounts received and how such funds were spent. The report shall be made publicly available on a state or local government website. Failure to comply shall make the state or local government liable to the federal government for the repayment of any such funds received and shall make such government ineligible for any future COVID-19 relief funds.

HR 3689: Americans Giving Care to Elders (AGE) Act of 2021

Americans Giving Care to Elders (AGE) Act of 2021 This bill allows a tax credit for a portion of a taxpayer's expenses for eldercare. The credit applies to expenses to care for certain relatives or members of the taxpayer's household who have attained the age of 60 and require assistance with activities of daily living. Eldercare expense include amounts paid for: medical care, lodging away from home, adult day services, personal care, respite care, assistive technologies and devices (including remote health monitoring), environmental modifications (including home modifications), and counseling or training for a caregiver. The amount of eldercare expenses incurred during any year that may be taken into account for the credit may not exceed $6,000.

HR 3704: Children Have Opportunities in Classrooms Everywhere Act

Children Have Opportunities in Classrooms Everywhere Act This bill allows tax-exempt distributions from qualified tuition programs (known as 529 plans) to be used for additional educational expenses in connection with elementary or secondary school. The bill also allows certain federal funds for elementary and secondary education to follow a student from a low-income household to the public school that the student attends or for tax-exempt educational expenses. Under current law, tax-exempt distributions in connection with elementary or secondary school are limited to tuition for a public, private, or religious school. The bill allows these distributions to be used additionally for curriculum and curricular materials, books or other instructional materials, online educational materials, tutoring or educational classes outside the home, testing fees, fees for dual enrollment in an institution of higher education, and educational therapies for students with disabilities. Distributions may also be used for tuition and the purposes above in connection with a home school (whether treated as a home school or a private school under state law). In addition, the bill directs state educational agencies to allocate grant funds to ensure the funding follows students to their public school or for other tax-exempt educational expenses outlined by the bill. Each state that carries out these allocations must establish a plan that allows the parent or guardian of an eligible child to apply for grant funds.

HR 3685: Hamas International Financing Prevention Act

Hamas International Financing Prevention Act This bill imposes sanctions targeting Hamas, the Palestinian Islamic Jihad, and any affiliate or successor groups. The President shall periodically report to Congress a list of each foreign person or instrumentality that knowingly assists, provides significant support or services to, or is involved in a significant transaction with a senior member or supporter of any of the targeted groups. The President shall impose two or more sanctions on the named persons. Specifically, the person may be (1) denied credit and services from the Export-Import Bank, (2) barred from purchasing certain controlled defense articles, (3) denied exports of items on the U.S. Munitions List, (4) prevented from receiving exports of certain goods or technology controlled for national security reasons, (5) prohibited from receiving financing of more than $10 million from any U.S. financial institution, or (6) subject to property-blocking restrictions. The President shall periodically report to Congress a list of foreign governments that have repeatedly provided material support for the targeted groups' terrorist activities. The President shall bar these governments from receiving for one year (1) U.S. assistance, or (2) exports of controlled munitions. The Department of Treasury shall instruct U.S. leadership of international financial institutions to oppose the provision of assistance to an identified government for one year. The bill provides for certain exceptions and waivers, such as for transactions that would serve U.S. national interests. The President shall report to Congress and periodically provide briefings on other specified topics related to the targeted groups, such as where these groups secure financing and surveillance equipment.
