HR 1178: Commission on Domestic Terrorism Act of 2021

Commission on Domestic Terrorism Act of 2021 This bill establishes in the legislative branch the National Commission on Domestic Terrorism. The commission shall investigate relevant facts and circumstances relating to the federal government's failure to respond to and prevent acts of domestic terrorism in the past 20 years, including relating to the attack on the Capitol on January 6, 2021; identify, review, and evaluate the lessons learned from such acts regarding the structure, coordination, and management arrangements of the federal government, and, if appropriate, state and local governments and nongovernmental entities, relative to detecting, preventing, and responding to domestic terrorist attacks; and report to the President and Congress.

HR 1176: PSA Screening for HIM Act

Prostate-Specific Antigen Screening for High-risk Insured Men Act or the PSA Screening for HIM Act This bill requires private health insurance plans to cover preventive prostate cancer screenings that are not already covered under the recommendations of the U.S. Preventive Services Task Force for men with a family history of prostate cancer, without imposing any cost-sharing requirement.

HR 1100: Online Accessibility Act

Online Accessibility Act This bill sets forth requirements for consumer-facing websites and mobile applications owned or operated by a private entity and guidance regarding standards for website accessibility by the disabled. Specifically, the bill prohibits the exclusion of an individual, by reason of disability, from participation in or being denied the full and equal benefits of the services of such a website or application or from being subjected to discrimination by a private owner or operator of such a website or application. Such a website or application shall be considered compliant if it is in substantial compliance with the Web Content Accessibility Guidelines 2.0 Level A and Level AA standard established by the Accessibility Guidelines Working Group. A noncompliant entity shall provide an alternative, equivalent means of access by individuals with disabilities. The Access Board must publish related standards. The bill sets forth provisions regarding administrative remedies and reporting of violations and enforcement by the Department of Justice and through private rights of action.

HRES 104: Recognizing the duty of the Federal Government to implement an agenda to Transform, Heal, and Renew by Investing in a Vibrant Economy ("THRIVE").

This resolution expresses the sense of the House of Representatives that the federal government has a duty to develop a holistic agenda to respond to racial injustice, unemployment, the COVID-19 (i.e., coronavirus disease 2019) pandemic, and climate change. The resolution further outlines the goals of this agenda to build a society with greater racial, economic, and gender justice; dignified work; healthy communities; and a stable climate. Additionally, the resolution identifies efforts to support these goals.

HR 1172: Stop Super PAC–Candidate Coordination Act

Stop Super PAC-Candidate Coordination Act This bill treats certain payments for coordinated expenditures as campaign contributions for purposes of disclosure and reporting requirements. First, the bill generally defines a coordinated expenditure as a payment made by any person in cooperation with a candidate, an authorized committee of a candidate, a political committee of a political party, or an agent of a candidate or committee. Further, the bill sets forth penalties for willfully violating limits related to making contributions to a candidate for coordinated expenditures. The bill also prohibits a candidate or an individual holding federal office from soliciting, receiving, directing, or transferring funds to or on behalf of certain types of political committees.

HR 1171: Stand By Every Ad Ac

Stand By Every Ad Act This bill generally revises disclosure requirements for political advertisements. First, the bill applies political advertising disclosure requirements currently applicable to candidates (also known as stand by your ad requirements) to entities such as corporations and certain political committees. Political advertisements made by these entities must generally disclose the top funders of the entity, with specified exceptions. In addition, the bill revises the classification of certain media, including audio and visual media, for purposes of disclaimer requirements. It also expands the definition of communication to include prerecorded telephone calls. Finally, the bill creates additional readability and audio requirements for communications.

HR 1160: INFLUENCE Act

Intelligence on Nefarious Foreign Leaders Using Education Networks for Corrupt Enrichment Act or the INFLUENCE Act This bill lowers the disclosure threshold regarding gifts or contracts from a foreign source that institutions of higher education (IHEs) must report to the Department of Education (ED). It also requires IHEs to disclose information related to foreign involvement in sensitive projects. Under current law, an IHE is required to disclose to ED a gift or contract that is from a foreign source and is valued at $250,000 or more, considered alone or in combination with all other gifts from or contracts with a foreign source. The bill instead requires the IHE to disclose such a gift or contract that is valued at $50,000 considered alone or $100,000 or more in combination with all other gifts or contracts. Further, ED must update annually on its website a database of the disclosed information, and an IHE that receives a gift or contract from a foreign source must post certain information on its website. Information made publicly available must not include sensitive information. Additionally, the bill requires IHEs to disclose information related to foreign involvement in sensitive projects. It also requires a specific contract provision for a cultural or language program that is funded by the Chinese government to operate at an IHE. Finally, ED must establish a process to notify federal agencies of violations of the bill. ED must also report on foreign and national security issues affecting IHEs.

HR 1086: Earmark Elimination Act of 2021

Earmark Elimination Act of 2021 This bill establishes a point of order in the House of Representatives against considering legislation that contains a congressional earmark, limited tax benefit, or limited tariff benefit. If the point of order is raised and sustained, the congressional earmark, limited tax benefit, or limited tariff benefit shall be deemed to be stricken from the legislation.

HR 1179: Iran Hostages Congressional Gold Medal Act

Iran Hostages Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal commemorating the bravery and endurance of the 53 hostages of the Iran Hostage Crisis. Following its award, the medal shall be given to the National Museum of American History of the Smithsonian Institution for display and research. The Department of the Treasury must strike duplicate medals in silver for presentation to a hostage (or the personal representative of a deceased hostage), and Treasury may also strike and sell duplicate medals in bronze.

HR 1180: Accurate Workplace Injury and Illness Records Restoration Act

Accurate Workplace Injury and Illness Records Restoration Act This bill expands the authority of the Occupational Safety and Health Administration (OSHA) to cite employers for workplace safety violations and requires OSHA to issue a rule on record keeping related to workplace injuries. Under current law OSHA may cite employers only during the six-month period following a violation. This bill provides that, for a violation that occurs over a period of time, the six-month period does not begin until the violation has ended. The bill also requires OSHA to issue a rule on maintaining records of workplace injuries and illnesses. Congress nullified a similar rule on April 3, 2017. In the rule required by the bill, OSHA must clarify that an employer's duty to make and maintain accurate records is an ongoing obligation, continues for as long as the employer is required to keep records of the recordable injury or illness (typically five years under current OSHA rules), and does not expire solely because the employer fails to create the necessary records when first required to do so.

HR 1097: Creating Hope and Opportunity through Increased Choice in Education Act

Creating Hope and Opportunity through Increased Choice in Education Act or the CHOICE Act This bill directs the Department of Education to make grants to parents of eligible students for certain education-related expenses. Eligible student refers to a student who (1) is served by a local educational agency that will not provide in-person instruction in a manner consistent with the 2019-2020 school year, and (2) is from a household with a household income that is less than 200% of the reduced-price lunch rate income. Grant funds may be used for tuition and fees for private elementary or secondary schools, private tutoring, home school expenses, or educational materials.
