HR 4406: Supporting Medicaid in the U.S. Territories Act of 2021

Supporting Medicaid in the U.S. Territories Act of 2021 This bill extends, increases, and otherwise modifies Medicaid funding for U.S. territories. Specifically, the bill extends (1) the temporarily increased Federal Medical Assistance Percentage (i.e., federal matching rate), and (2) a higher cap on Medicaid funding. Such provisions apply to Puerto Rico through FY2026 and to other territories through FY2029. The bill also requires Puerto Rico to implement an asset verification program and to report on its ability to comply with certain reporting requirements, procurement standards, and other Medicaid program integrity measures.

HR 4387: Maternal Health Quality Improvement Act of 2021

Maternal Health Quality Improvement Act of 2021 This bill requires the Department of Health and Human Services (HHS) to undertake activities to improve maternal health, including in rural areas. Specifically, HHS must award grants for (1) developing best practices to reduce preventable maternal mortality, and (2) training health care professionals to reduce and prevent discrimination when providing maternal health services. Additionally, HHS may award grants for integrated maternal and infant health care services. The bill also provides statutory authority for grants that support perinatal quality collaboratives, which are networks of health care and public health professionals who work to improve pregnancy outcomes. Furthermore, the bill requires a study on efforts in health professional schools and training programs to reduce and prevent discrimination in the provision of maternal health services. To address care in rural areas, the bill (1) provides statutory authority for grants that support networks of rural providers to improve and coordinate maternal care, (2) makes maternal care providers eligible for certain telehealth grants, and (3) establishes a demonstration project to improve training on maternal care in rural areas through health professional schools and training programs. The bill also expands the maternal care responsibilities of specified HHS offices and programs.

HR 2347: Strengthening the Vaccines for Children Program Act of 2021

Strengthening the Vaccines for Children Program Act of 2021 This bill modifies vaccination programs and coverage for children under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, the bill expands and otherwise modifies the Vaccines for Children Program, which provides free vaccinations to individuals 18 years of age or younger who are uninsured or underinsured (i.e., with limited or no insurance for vaccines), are eligible for Medicaid, or are American Indians or Alaskan Natives. The bill expands the program to include children enrolled in CHIP and temporarily provides for additional payments to incentivize provider participation. The Government Accountability Office must report on the related effects of the bill's changes. The bill also expands coverage under Medicaid and CHIP to include vaccine counseling and educational services for children and temporarily requires payments to be made at a rate that is no less than the rate under Medicare for equivalent services. It also temporarily increases the Federal Medical Assistance Percentage (i.e., federal matching rate) for states that conduct culturally appropriate outreach regarding the benefits of vaccinations for children.

S 2402: A bill to establish a pilot program to incentivize employee ownership in defense contracting.

This bill authorizes a three-year pilot program under which the Department of Defense may use noncompetitive procedures for awarding follow-on contracts to qualified businesses wholly-owned through an ESOP (i.e., an S corporation for which 100% of the outstanding stock is held through an employee stock ownership plan) if the prior contract was rated as satisfactory or better. The Government Accountability Office must report on the individual and aggregate uses of the authority provided under this bill.

HR 4550: Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2022

Transportation, Housing and Urban Development, and Related Agencies Appropriations Act, 2022 This bill provides FY2022 appropriations to the Department of Transportation (DOT), the Department of Housing and Urban Development (HUD), and several related agencies. The bill provides appropriations to DOT for the Office of the Secretary, the Federal Aviation Administration, the Federal Highway Administration, the Federal Motor Carrier Safety Administration, the National Highway Traffic Safety Administration, the Federal Railroad Administration, the Federal Transit Administration, the Great Lakes St. Lawrence Seaway Development Corporation, the Maritime Administration, the Pipeline and Hazardous Materials Safety Administration, and the Office of Inspector General. The bill provides appropriations to HUD for Management and Administration, Public and Indian Housing, Community Planning and Development, Housing Programs, the Federal Housing Administration, the Government National Mortgage Association (Ginnie Mae), Policy Development and Research, Fair Housing and Equal Opportunity, the Office of Lead Hazard Control and Healthy Homes, the Information Technology Fund, and the Office of Inspector General. The bill also provides appropriations to several related agencies, including the Access Board, the Federal Maritime Commission, the National Railroad Passenger Corporation (Amtrak) Office of Inspector General, the National Transportation Safety Board, the Neighborhood Reinvestment Corporation, the Surface Transportation Board, and the U.S. Interagency Council on Homelessness. Additionally, the bill sets forth requirements and restrictions for using funds provided by this and other appropriations acts.

HR 4568: ENTRÉE Act

Entrepreneurs Need Timely Replenishment (for) Eating Establishments Act or the ENTRÉE Act This bill provides FY2021 supplemental appropriations for the Restaurant Revitalization Fund and modifies requirements related to administration of the fund. The fund was established in response to COVID-19 to make grants to eligible food and beverage purveyors for covering specified costs such as payroll, operational expenses, and paid sick leave. The bill correspondingly rescinds unobligated amounts previously made available for the Economic Injury Disaster Loan Program and coronavirus state and local fiscal recovery funds. Further, the bill requires the Small Business Administration (SBA) to (1) review and process grant applications in the order in which they are received; (2) impose requirements on applicants that reduce waste, fraud, and abuse; and (3) submit and report monthly on an oversight and audit plan outlining the SBA's policies, procedures, and activities with respect to these grants.

HR 4547: Association Health Plans Act of 2021

Association Health Plans Act of 2021 This bill provides statutory authority for certain short-term, limited-duration health insurance plans and association health plans. The bill permits short-term, limited-duration plans to provide coverage for a period of less than 12 months, not including extensions. Under current law, such plans are exempt from certain market requirements of the Patient Protection and Affordable Care Act, such as coverage of individuals with preexisting conditions. The bill further permits groups or associations of employers to sponsor fully insured group health plans as if they were employers. Such plans may not discriminate based on the health factors of any prospective plan participant for the purpose of granting an employer's membership in the association or determining a participant's eligibility for benefits or premium amounts.

HR 4576: Support Through Loss Act

Support Through Loss Act This bill provides employees with 24 hours of paid leave time each year for an absence resulting from a pregnancy loss or other specified circumstance related to pregnancy, fertility, or an unsuccessful assisted reproductive procedure or adoption match. Employers must notify each employee about the availability of this paid leave and may not discriminate or discharge an employee for exercising or attempting to exercise the right to such paid leave. The bill provides for enforcement of this requirement by the Department of Labor and through civil action brought by an employee or individual. Further, the bill requires specified federal agencies to conduct research and publish information about pregnancy loss and related evidence-based treatment options.
