Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) election integrity and security. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons, prohibits presidential self-pardons, suspends the statute of limitations for federal offenses committed by a sitting President or Vice President, prohibits the acceptance of foreign or domestic emoluments, and sets forth provisions regarding Office of Government Ethics and Office of Special Counsel jurisdiction and enforcement authority. To address checks and balances, accountability, and transparency, the bill authorizes specified actions to enforce congressional subpoenas, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of specified communications between it and the White House, requires cause for removal of inspectors general, increases whistleblower protections, and requires a candidate for President or Vice President to provide copies of tax returns for the 10 most recent taxable years to the Federal Election Commission. To address election integrity and security, the bill requires federal campaign reporting of foreign contacts, makes various changes to requirements concerning foreign donations to political campaigns and candidates and foreign contributions to online electioneering communications, prohibits distribution of materially deceptive audio or visual media prior to an election (i.e., deepfakes), and establishes a program to support states and localities transition to ranked choice voting systems.
This joint resolution nullifies a Department of Labor emergency temporary standard for preventing the transmission of COVID-19 in employment settings. Under the standard issued on November 5, 2021, employers with 100 or more employees must require their onsite employees to either be fully vaccinated against COVID-19 or undergo weekly COVID-19 testing.
Chronic Wasting Disease Research and Management Act This bill directs the Department of Agriculture (USDA) to address chronic wasting disease afflicting deer, elk, and moose populations. Specifically, the bill directs USDA to establish a program to research and manage the disease. Under the program, USDA must offer to enter into agreements with state or tribal wildlife agencies and departments of agriculture, institutions of higher education, and research centers to support research on the transmission of, resistance to, and diagnosis of the disease. In addition, USDA must offer to enter into agreements with such agencies and departments to support state and tribal efforts to develop and implement management strategies that address the disease. USDA must also develop and maintain materials to inform the public on chronic wasting disease and techniques to help prevent the spread of the disease. In addition, USDA must solicit public feedback on potential updates and improvements to standards of the chronic wasting disease herd certification program.
Cattle Contract Library Act of 2021 This bill directs the Department of Agriculture (USDA) to establish and maintain a library or catalog of each type of contract offered by packers to producers for the purchase of all or part of the production of fed cattle (including cattle that are purchased or committed for delivery), including any schedules of premiums or discounts associated with the contract. USDA must make the library or catalog publicly available in a user-friendly format and provide weekly or monthly reports as applicable. The bill makes it unlawful for any packer to willfully fail or refuse to provide USDA with accurate contractual information or to comply with any other requirements under the bill. The Agricultural Marketing Service must provide competitive grants to state agricultural experiment stations, universities, national laboratories, and other entities for producer outreach and education efforts on best uses of cattle market information, including information made available through the livestock mandatory reporting program and the library or catalog.
Improving the Health of Children Act This bill reauthorizes through FY2026 programs and activities of the Centers for Disease Control and Prevention for researching and preventing birth defects, developmental disabilities, and other conditions. Specifically, the bill reauthorizes the National Center on Birth Defects and Developmental Disabilities. The center carries out activities to advance the health and well-being of vulnerable populations, including infants with birth defects, children with developmental disabilities, and individuals of all ages with disabilities or blood disorders.
Supporting the Foundation for the National Institutes of Health and the Reagan-Udall Foundation for the Food and Drug Administration Act This bill increases the amount of funds each fiscal year that the Food and Drug Administration (FDA) must transfer to the Reagan-Udall Foundation for the FDA and that the National Institutes of Health (NIH) must transfer to the Foundation for the NIH. Specifically, it requires each agency to increase the amount transferred to its respective foundation (1) from a minimum of $500,000 to a minimum of $1,250,000, and (2) from a maximum of $1,250,000 to a maximum of $5,000,000.
Opioid Prescription Verification Act of 2021 This bill modifies overdose prevention activities carried out by the Department of Health and Human Services (HHS) and the Centers for Disease Control and Prevention (CDC). Specifically, HHS must update pharmacist training materials to include information about how to verify the identity of patients who are prescribed medications. In addition, the CDC may give preference, in awarding grants for overdose prevention, to states that maintain a prescription drug monitoring program that mandates the collection of specified information, require prescribers of certain potentially addictive medications to issue prescriptions electronically (subject to some exceptions), and require dispensers of certain potentially addictive medications to enter particular information about the purchase of such medications into their state's prescription drug monitoring program.

Courthouse Ethics and Transparency Act This bill requires federal judicial officers to file periodic transaction reports disclosing certain securities transactions. The bill also requires online publication of judicial financial disclosure reports. Specifically, the bill requires federal judicial officers to file reports within 45 days after a purchase, sale, or exchange that exceeds $1,000 in stocks, bonds, commodities futures, and other forms of securities. Additionally, the bill directs the Administrative Office of the U.S. Courts to establish a searchable internet database of judicial financial disclosure reports. The office must, within 90 days of the date by which a report must be filed, make the report available on the database in a searchable, sortable, and downloadable format. The bill does not require the immediate and unconditional availability of reports filed by a judicial officer or employee if the Judicial Conference finds that revealing personal and sensitive formation could endanger that individual or a family member of that individual.
American Cybersecurity Literacy Act This bill requires the National Telecommunications and Information Administration to develop and conduct a cybersecurity literacy campaign to increase knowledge and awareness of best practices to reduce cybersecurity risks.
Promoting Resources to Expand Vaccination, Education, and New Treatments for HPV Cancers Act of 2021 or the PREVENT HPV Cancers Act of 2021 This bill reauthorizes through FY2026 and expands Department of Health and Human Services activities to educate health care providers and the public about human papillomavirus (HPV), its association with certain cancers, and the importance of HPV vaccines. Specifically, the bill (1) requires relevant educational materials to include information about both cervical cancer and other HPV-associated cancers and about the importance of HPV vaccines, including for males; (2) expands the scope of a national education campaign about gynecologic cancers to address HPV-associated cancers more broadly and target specified, at-risk populations; and (3) authorizes demonstration projects to increase knowledge and awareness of gynecologic cancers.
