Establishes the zero-emission industrial trucks grant program to be administered by NYSERDA, to encourage the purchase and lease of zero-emission industrial trucks, class I to III.
Allows new buildings where new parking is provided to have an optional, charger-agnostic, power-based allocation method alternative to certain electric vehicle charging infrastructure requirements; requires the department of state division of building standards and codes to promulgate rules and regulations relating to such alternative.
Establishes the green accessible transition authority to promote the transition of the for-hire vehicle and other state industries to environmentally sustainable practices and increase universal accessibility of for-hire vehicles, paratransit services, and taxi services statewide; establishes a for-hire vehicle improvement surcharge for each for-hire transportation trip conducted in a transportation network company vehicle or by a high-volume for-hire service; makes an appropriation therefor.
Provides that a vehicle or a combination of vehicles operated by an engine fueled primarily by means of natural gas, propane gas, or hydrogen or powered primarily by means of electric battery power may exceed certain weight limits by up to two thousand pounds.

Establishes an additional low emission zone toll in the central business district for vehicles that do not meet federal emission standards as set by the United States environmental protection agency.
