Repeals provisions relating to sale and use taxes with respect to data centers to include both personal property purchased by internet data centers and services performed on said personal property purchased by data centers.
Limits the use of automatic data systems in connection with employment; requires an employer shall provide a written notice that an automatic data system is being used; provides remedies.
Enacts the "connected consumer product end of life disclosure act", relating to requiring manufacturers of connected consumer products to disclose for how long they will provide technical support, security updates, or bug fixes for the software, hardware, or firmware necessary for the product to securely function.
Requires warning labels on addictive feature platforms which provide features such as addictive feeds, autoplay, infinite scroll, like counts, and/or push notifications; relates to the effectiveness of certain provisions of law relating thereto.
Prohibits the use of automated systems to make employment decisions unless there is a meaningful human review of the output of such automated system prior to the final employment decision; requires employers that use an automated system in the hiring process to notify applicants of the use of such system; provides that an applicant who has received an adverse employment decision may request a human-conducted review of such decision.
Increases the excelsior research and development tax credit maximum from six to twenty percent for qualified research and development expenditures attributable to activities conducted in New York state.
Prohibits local boards of elections from purchasing direct recording electronic machines; requires local boards of elections to provide hand marking and ballot marking device options at all polling places.

This bill prohibits employers - including businesses, state agencies, and political subdivisions - from using an applicant's or employee's credit history for hiring, firing, or licensing decisions. It defines "employer" broadly to cover all entities with employees, including the state. The only exception allows credit checks for high-trust positions (e.g., government roles requiring public trust) if specifically approved by a state commission. This replaces prior legislation that had similar restrictions but different wording.
