Prohibits the use of surveillance pricing, directly or indirectly; prohibits the collection, use, retention, or sharing of data to facilitate surveillance pricing; provides exceptions; provides for enforcement by the attorney general; makes related provisions.
Promotes consumer choice by requiring manufacturers of digital electronic equipment to provide retail sellers with a repair score that will be displayed to consumers at point of sale.
Requires an operator of a covered platform with at least one million users to ensure that its covered platform provides a process to allow law enforcement agencies to contact such covered platform, which shall provide continuous availability of such process; provides that an operator of a covered platform with at least one million users shall comply with a search warrant within seventy-two hours of receipt under certain circumstances; provides that a court may extend the time for compliance with a search warrant under certain circumstances.
Regulates the development and use of certain artificial intelligence systems to prevent algorithmic discrimination; requires independent audits of high risk AI systems; provides for enforcement by the attorney general.
Establishes the biometric identifier privacy act; requires private entities in possession of biometric identifiers or biometric information to develop a written policy establishing a retention schedule and guidelines for permanently destroying biometric identifiers and biometric information when the initial purpose for collecting or obtaining such identifiers or information has been satisfied or within three years of the individual's last interaction with the private entity, whichever occurs first.
Prohibits manufacturers or operators of networked camera devices to enable coordinated surveillance features on such devices as a default feature without first obtaining affirmative opt-in consent from the owner; requires disclosure of data rights for owners of such devices; prohibits coordinated surveillance features to be disclosed to law enforcement without a warrant; makes related provisions.
Designates records and information relating to a patient who has been deceased for a period of fifty years or longer as historic records no longer subject to privacy protections; provides that such provisions shall not be construed as requiring a facility to retain records for any particular length of time.
This bill requires retailers to clearly display warning signs at all entrances if they track customers using their cell phones or other electronic devices (like personal digital assistants or mobile devices). The signs must inform customers about the tracking and provide instructions for opting out. Retailers who fail to comply face escalating fines: $100 for the first violation, $250 for the second, and $500 for each subsequent violation. Local consumer protection offices or designated officials enforce the law, and collected fines stay with the municipality.
Requires governmental entities to, whenever possible and feasible, consider implementing multifactor authentication for local and remote network access; requires public websites to encrypt all exchanges and to comply with privacy standards.
Prohibits automatic license plate reader users from selling, sharing, allowing access to, or transferring automatic license plate reader information to any state or local jurisdiction for the purpose of investigating or enforcing a law that denies or interferes with a person's right to choose or obtain reproductive health care services or any lawful health care services.
