Extends the period given to certain applicants for public assistance benefits to request a fair hearing on a determination of their ability to participate in work activities from ten days to sixty days or within sixty days of receipt of a work activity assignment.
Requires the principal of any high school to allow any local trade union, upon request, to enter the school for the purpose of trade union recruitment, including, but not limited to: making presentations; disseminating literature; and answering questions by students.
Requires consideration as a quantitative factor whether the commodities or services were manufactured or will be performed by a labor union with respect to the awarding of certain procurement contracts.

Authorizes the reissuance of emergency assistance to needy families with children, safety net assistance, SNAP benefits, or emergency assistance for aged, blind and disabled persons in instances of fraud or theft of benefits.
Establishes the work opportunity tax credit for businesses with fifty employees or less for hiring a long term unemployed person; provides a credit shall be allowed of up to $2,400; provides the total amount of credit provided statewide shall not exceed fifteen million dollars.
Provides that recovery of wages due to a clerical error by the employer or vendor of the employer is prohibited if such clerical error did not result in an overpayment or other inaccuracy in the amount of wages paid or the time in which wages were dispersed.
Provides the carrier or employer a credit against permanent partial disability benefits for temporary partial disability payments made in excess of 130 weeks.
Establishes safety requirements for operators who use bicycles with electric assist for commercial purposes and the businesses that employ such operators.
Prohibits state contracts with contractors who do not provide health insurance which covers supplemental breast cancer screenings; authorizes the comptroller to promulgate any necessary rules and regulations.
