Establishes the affordable housing broadband assistance grant program within the division of broadband access to support no-cost and/or discounted subscriptions for households receiving federal, state, or local housing assistance or residing in housing units designated for low-income and/or vulnerable populations.
Requires the division of housing and community renewal to calculate the period of rent reduction due to diminution of services from the date of actual diminution of the services.
Establishes an affordable independent senior housing assistance program which shall provide grants within amounts appropriated or otherwise available therefor to affordable independent senior housing properties to establish and operate resident assistance programs.

Requires certain agencies and individuals to provide notice regarding the rent increase exemption for low income elderly persons and persons with disabilities programs to tenants upon the occurrence of certain events.
Establishes the "jobs and housing act"; directs the private housing finance agency to develop and administer a jobs and housing pilot program to construct and preserve housing, including workforce housing, that is affordable to low and moderate income persons, and creates jobs for those who build and work in such housing.
Authorizes shelters for victims of domestic violence to be reimbursed for any payment differential for housing a single individual in a room intended for double occupancy where a single occupancy room is not available.
This bill (S 947) prohibits residential landlords from charging tenants fees for using electronic rent payment methods like online portals or automated clearing house (ACH) systems. It requires landlords to offer at least one fee-free payment option (such as cash or check) and bans them from requiring electronic payment as the sole method. Landlords also cannot charge fees for tenants who choose not to use electronic systems. The law applies directly to tenants and landlords in New York residential leases and takes effect immediately.
Relates to authorizing a reduction of taxes pursuant to shelter rent; provides that upon consent of the local legislative body in a city with a population of one million or more such taxes may be reduced to five per centum or less, including a full reduction of the annual shelter rent or carrying charges of a project.
Enacts the "city of Buffalo historic preservation receivership act"; provides the city of Buffalo specific procedures for the appointment of a receiver of rents in instances where the property at issue is neglected or abandoned.
