Requires at least a ratio of one clinical, non-student mental health staff member per one thousand students on all SUNY and CUNY campuses and for state colleges and universities to update such ratio every five years.
This bill prevents the state department from limiting the number of people with serious mental illness living in qualifying adult homes. It applies directly to adult homes that meet specific criteria: they must be not-for-profit, operated by an organization providing a full range of housing services (like supportive and independent housing), conduct regular resident assessments, and actively support residents' mental health needs through skill-building, service access, community integration, and a homelike environment. The bill defines "persons with serious mental illness" as individuals meeting DSM-IV-TR criteria with substantial functional disability. The policy change takes effect immediately upon enactment.
Requires the establishment of community housing waiting lists within the office of mental health service system; directs each provider of housing services in the office of mental health system to provide, on a monthly basis, the office of mental health with a list of each person referred to, admitted to, applying for, withdrawing an application for and denied admission to housing provided by such provider; requires the community-based agency performing assessments of persons with a documented mental illness to provide the office with the names of such who have been assessed and who meet the eligibility criteria for the array of funded and/or licensed housing programs; requires such office to publish such waiting lists on a monthly basis.
Authorizes holders of certain operating certificates for treatment of persons with developmental disabilities to employ or contract with applied behavior analysts and mental health counselors.
Establishes a mental wellness group pilot program to partner with insurance companies to facilitate group therapy sessions for children ages ten through eighteen.
Establishes a direct support professional worker registry of persons who have successfully completed a direct support professional worker education or training program approved by the commissioner of mental health.
Requires public and private colleges and universities to provide all incoming and current students with information relating to suicide prevention and resources available to them on campus.
Enacts the college student suicide prevention act to provide for policies, procedures and guidelines on suicide prevention, intervention and postvention for every higher education institution.
Adopts the psychology interjurisdictional compact to increase public access to psychological services by allowing telepsychological practice and temporary in-person services across state lines.
Establishes a Black youth suicide prevention task force to study the current mental health practices and suicide prevention of Black youth age 5 through 18 years and make recommendations therefor; provides for the number of members, manner of appointment and the topics to be reviewed.
