This bill amends New York's education law to clarify supervision requirements for marriage and family therapists and mental health counselors. It specifies that applicants must complete 3,000 hours of post-master's supervised experience (for mental health counselors) or 1,500 client contact hours (for marriage and family therapists), all under qualified supervisors. Requires mobile sports wagering operators when providing information regarding compulsive play, all links and referrals for counseling, therapy or treatment services shall direct account holders to the problem gambling services webpage maintained by the office of addiction services and supports.
Directs the commissioner of health shall promulgate regulations allowing for any electronic health records integration vendor to obtain state approval to facilitate interoperability between the prescription monitoring program registry and certified electronic health records systems that can connect with any national data sharing hub.
Requires 911 call-takers and dispatchers to complete telecommunicator CPR training which shall include recognizing signs of cardiac arrest during emergency calls, providing instructions for initiating CPR instructions to callers, coordinating with emergency medical services dispatch, and using automated external defibrillators when available and appropriate.
Establishes the statewide fibroid study program to study fibroids, the treatment of fibroids, potential barriers to the access of treatment for fibroids, and differences in symptoms and access to treatment for women of color.
Relates to the powers of the head of the office of mental health and the head of the office for people with developmental disabilities to promulgate rules regarding communications needs of non-English speakers seeking or receiving services; includes the provision of language services and documents in English and the twelve most common non-English languages spoken by individuals in New York State based on United States census data.
Waives the state's sovereign immunity in state and federal courts with regard to liability for violations of the Americans with Disabilities Act of 1990, the Fair Labor Standards Act, the Age Discrimination in Employment Act, and the Family and Medical Leave Act; waives the immunity of all instrumentalities and political subdivisions of the state.
This bill provides emergency funding for state government operations from April 1 through April 7, 2026, to ensure payments continue while regular appropriations are being processed. Directs the department of health to make available a model comprehensive county emergency medical system plan to provide guidance to counties in developing their plans and to review such county plans within a certain period of time; and directs counties, in coordination with their regional emergency medical services councils, to develop and maintain comprehensive county emergency medical system plans that provide for coordinated emergency medical systems within such counties.
Requires insurance coverage for lactation support services by a certified lactation consultant who evaluate and manage lactation and infant feeding problems and provide preventative clinical consulting to prevent or minimize the occurrence of potential problems.
