Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
This bill requires all towns in Nassau and Suffolk counties to create a one-year pilot program for recycling electronics (like old phones and computers) and hazardous waste (such as batteries and chemicals). Each town must establish a public drop-off location for residents within 180 days of the bill taking effect and run the program for at least one year. Towns must also report to state leaders after two years, detailing how much waste was collected, how it was handled (recycled, disposed, or treated), and participation rates compared to the population. The program is temporary, set to expire three years after the bill becomes law.
Provides that restaurants may provide single-use plastic straws to customers when explicitly requested by the customer; prohibits single-use plastic stirrers.
Establishes extended producer responsibility for gas cylinders; provides that no later than December 31, 2029 a producer shall submit a plan for the establishment of a collection program for gas cylinders.
Creates the "Pennies for Parks" program providing funds for capital expenditures at state parks and historic sites; imposes fee of five cents on single use carryout bags; establishes the pennies for parks fund to hold funds received from the fee on single use carryout bags.
Enacts the "packaging reduction and recycling infrastructure act" to require companies selling, offering for sale, or distributing packaging materials and products to register with a packaging reduction organization to develop a packaging reduction and recycling plan; makes related provisions.
Establishes state and municipal composting programs; requires all state and municipal agencies to establish a composting program in buildings owned, occupied or operated by such agencies; allows such agencies to arrange for collection of compostable waste by a private carter, transport such waste itself or process such waste on-site; requires reports on the costs and effectiveness of such programs.
Establishes extended producer responsibility for household appliances and refrigerants; provides that no later than December 31, 2027, producers shall submit a plan to the department of environmental conservation for the establishment of a collection program for certain covered products.
Implements a one year phase-in period for a local law, ordinance or resolution imposing a paper carryout bag reduction fee where forty percent of such fees are returned to such county or city for the purpose of purchasing and distributing reusable bags, with priority given to low- and fixed-income communities, and after the first year, such forty percent of fees shall be remitted to the person who collected the fees.
