Enacts the "bird safe buildings act" directing the commissioner of general services to incorporate practices and strategies to reduce bird fatality resulting from collisions with certain state-owned or state-leased buildings, and for other purposes; requires the commissioner to develop a design guide that includes features, methods and strategies, and best practices for reducing bird fatalities.
Directs the commissioner to publicly publish an annual report on the environmental radiation surveillance program and analyze such report showing trends and cumulative impact, as well as notify other relevant agencies if contamination has exceeded EPA standards for maximum amounts of contamination allowed in drinking water or food.
Authorizes the state to convey certain forest preserve land; provides such sale shall be subject to legislative approval and the proceeds of such conveyance shall be used for acquisitions to the forest preserve.

This bill establishes a 9-member Climate Action Cost Council to review climate-related regulations. State agencies must get the council’s 2/3 approval before adopting new rules to meet climate goals, and can issue no more than five such rules annually. Agencies must notify the council 60 days in advance of proposed rules, and the council will report annual costs and emissions data to the governor and legislature.
