Establishes an agrivoltaic production tax credit for farmers who manage a farm operation that is situated wholly or in part within one or more qualified agrivoltaic facilities.
This bill creates a tax credit for homeowners who build or renovate their primary residence to meet specific energy efficiency standards (like LEED or NAHB guidelines). The credit covers up to $10,000 of eligible costs - such as construction, professional fees, and energy-efficient materials - over a 10-year period, but excludes items like computers, solar panels, or new air conditioning systems. Unused credit amounts can be carried forward for up to five years to offset future tax bills. It applies only to primary residences and takes effect for tax years beginning January 1, 2027.
Establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects.
Enacts the "community solar opportunity and local approval reform (Community SOLAR) act"; authorizes municipalities to establish standards for distributed generation energy facilities.
Requires that the manufacture and distribution of electric vehicles, wind turbines, solar collectors and infrastructure to upgrade the power grid is conducted using only wind and solar energy and does not use any power derived from fossil fuels, nuclear energy or any form of combustion; amends definitions within the clean-fueled vehicle and buses projects to require such vehicles are manufactured and distributed using only wind and solar energy.
Relates to providing net revenues from utility-owned large-scale renewable generation projects to low-income customers; authorizes utility companies to own such projects; provides that the commission shall require labor agreements and labor peace agreements.
Authorizes and directs the department of public service to conduct a study on the deployment of energy interconnection processes into the electrical grid to meet the state's renewable energy goals; directs the department of public service to submit a report on its findings one year after the effective date.
Enacts the "affordable clean energy (ACE) act"; exempts renewable energy systems from certain requirements related to energy facilities (Part A); directs the New York power authority to propose a minimum of two priority transmission projects to address the areas of highest need on the bulk transmission system (Part B); exempts payment in lieu of taxes revenue from property tax cap calculations (Part C).
This bill amends tax laws to exclude payments in lieu of property taxes from renewable energy systems (like solar, wind, and battery storage) from school district and local government tax levies. It specifically removes these energy-related payments from calculations used to determine funding levels for schools and local services. The change directly affects school districts and municipalities that rely on tax levy formulas, ensuring renewable energy projects don't reduce their available funding.
Prohibits local governments from prohibiting the construction, installation, or operation of carport-mounted solar energy systems with a nameplate capacity of five megawatts or less, in any non-residential zoning district or mixed commercial and residential zoning district of any such city, town or village, provided however, if the zoning district is a certified agricultural district the agricultural impacts of the projects shall be minimized to the extent practicable.
