Directs the public service commission to modify the objectives of the Clean Energy Fund for reductions of air pollution including oxides of nitrogen, sulfur dioxide and particulate matter; relates to the value of distributed energy resources.
Directs electric corporations and combination electric and gas corporations to file a cost-effectiveness and timetable analysis as part of any base rate proceeding with the public service commission; directs NYSERDA to conduct a study on the effectiveness of advanced transmission technologies.
Directs the New York state energy research and development authority to develop basic consumer education or guidance about geothermal energy systems and develop business models for geothermal projects in the state to match equivalent programming and guidance for solar energy.
Enacts the "go green schools act" to assist school districts in converting to renewable energy sources as a primary source of energy; directs NYSERDA to conduct a study and make recommendations for such purpose.
Requires the chair of the public service commission create rules, regulations, policies, and procedures for the creation of a resilient electric vehicle charging system pilot program to provide power through an extended outage.
Relates to providing net revenues from utility-owned large-scale renewable generation projects to low-income customers; authorizes utility companies to own such projects; provides that the commission shall require labor agreements and labor peace agreements.
Requires certain construction project contracts with a value of greater than or equal to five million dollars to include siting of renewable energy systems, qualified energy storage systems, or major electric transmission facilities.
Requires every renewable energy generating project receiving grants, guaranteed loans, tax benefits or funding from New York state to enter into a memorandum of understanding for the operation and maintenance of such project with a bona fide labor organization of jurisdiction that is actively engaged in representing transitioning utility workers in the fossil fuel industry.
Requires certain watercraft, aircrafts, and trains to use clean energy, including ensuring such vehicles are zero-emissions; requires NYSERDA to study zero-emission commercial vehicles, the use of renewable energy in publicly funded airports, and the use of sustainable aviation fuel; requires NYSERDA to administer a grant program to flying schools and clubs that install charging infrastructure.
This bill provides a tax credit to eligible farmers who use qualified biodiesel fuel exclusively in their farm equipment. The credit equals $0.01 per percent of biodiesel per gallon (capped at $0.20 per gallon) for qualified biodiesel fuel purchased during the tax year. It applies to farmers primarily engaged in farming (Section 1) or those with at least two-thirds of federal gross income from farming (Section 2), with definitions specifying biodiesel must meet ASTM D 6751 standards. The credit can be refunded if it exceeds tax liability, but no interest is paid on refunds. The provision takes effect for taxable years beginning January 1, 2026.
