Requires the office of renewable energy siting to develop standards and conditions for the siting of certain large scale renewable energy systems; requires approval of municipalities to such siting plans.

This bill requires New York school districts to purchase or lease only zero-emission school buses (electric or hydrogen-powered, with no tailpipe emissions) when buying new buses starting July 1, 2027. It also mandates that any procurement for school transportation services or infrastructure components must prioritize U.S.-made parts and assembly, with limited waivers available for cost or feasibility concerns. School districts facing financial hardship may receive up to two years to comply after a cost-benefit analysis by the education commissioner. The law applies directly to all public school districts and their contractors, aiming for full transition to zero-emission buses by 2047 or when all state vehicle fleets meet the standard.

Establishes a program for eligible zero emissions energy systems to promote private sector investment for the purpose of meeting the target that by the year two thousand forty the statewide electrical demand system will be zero emissions.

Enacts the solar for schools act which provides grants for eligible school districts to purchase and install solar and geothermal power sources; defines terms; directs the New York state energy and research development authority to establish such grant program; provides for the repeal of such provisions upon the expiration thereof; makes an appropriation therefor.
Imposes an excise tax on any taxpayer engaged in the trade or business of digital asset mining; provides that taxes, interest, and penalties collected or received from such taxes shall be used for prompt assistance to utility customers enrolled in energy affordability programs.
Establishes the college of renewable energy and sustainability in the city university of New York which shall offer majors relating to the field of renewable energy and sustainability.
Excludes solar or wind energy projects in the county of Lewis that were already in existence on the effective date of Part N of chapter 59 of the laws of 2023 from certain appraisal models and discount rates.
