Provides that property receiving an agricultural assessment which is converted for purposes of oil or gas exploration shall be subject to payments equaling five times the taxes saved in the last year in which the land benefited from an agricultural assessment; exempts property converted for solar development from such payments.
Establishes the New York state renewable reclamation projects program to stimulate the development of renewable energy on certain brownfield sites, dormant electric generating sites, and real property.

This bill requires New York State to install electric vehicle (EV) charging stations at state-owned parking facilities with 50+ spaces. Facilities with 50-200 spaces must provide charging for at least 10% of spaces (or equivalent electrical capacity), while larger facilities (over 200 spaces) must provide for 20%. All stations must meet minimum electrical specs (40 amps, 208 volts) and comply with local electrical codes. The Office of General Services will handle installation, maintenance, and necessary electrical upgrades, with contracted work requiring prevailing wages. Establishes the mechanical insulation energy savings program to provide grants for qualified mechanical insulation expenditures to school districts, public hospitals, public housing buildings, and political subdivisions that have completed a qualified audit.
Relates to establishing the New York state grid modernization commission; provides the commission shall conduct a study of research, development and demonstrations of electric grid modernization and shall issue such report to the state energy planning board for consideration in the state energy plan.
Provides that credits for excess electricity generated by customer-generators subject to net energy metering by an electric corporation or the Long Island power authority may be carried over indefinitely and used against any charges imposed by an electric corporation or the Long Island power authority when the customer-generator uses more electricity than such customer generates; provides for the accounting of credits once every 5 years and the electric corporation or Long Island power authority shall reimburse the customer-generator for the accumulated credits.
