Establishes an abatement and exemption from real property taxes for capital improvements to reduce carbon emissions in cities with a population of one million or more.

Establishes the natural carbon sequestration research program to develop innovative science-based solutions to facilitate sequestration of carbon in New York's natural and working lands; provides funding for such program.
Allows new buildings where new parking is provided to have an optional, charger-agnostic, power-based allocation method alternative to certain electric vehicle charging infrastructure requirements; requires the department of state division of building standards and codes to promulgate rules and regulations relating to such alternative.
