Requires renewable energy data resources provided by NYSERDA to include mapping of certain capital projects with a value of greater than one million dollars for purposes of providing public information on the viability of siting of solar energy arrays, major renewable energy facilities, or major electric transmission facilities.
Establishes an integrated energy system plan that coordinates and optimizes the energy needs of combination corporation customers between electric supply, electric transmission, electric distribution, distributed energy, and demand-side resources and gas transmission and distribution to provide reliable, resilient, clean energy to combination corporation customers at the lowest reasonable cost and risk; defines terms; makes related provisions.
This bill establishes a price for carbon dioxide emissions from electricity generated using fossil fuels (like coal or natural gas) and creates a fund to collect revenues from this price. It directly affects electricity generators using carbon-based fuels, requiring them to pay a fee based on the social cost of carbon. The fund's revenues will be distributed as tax credits to low- and moderate-income residents (those earning below 115% of area median income) and used to support renewable energy transitions in disadvantaged communities. The bill aims to advance New York’s climate goals by incorporating carbon pricing into electricity markets while directing funds toward climate equity.
Relates to establishing a one hundred percent clean renewable energy system for electricity by two thousand thirty-four; provides such energy system shall include solar, wind, geothermal and tidal sources.
Provides the New York power authority with the right of first offer and refusal for acquiring any renewable generation facility, renewable energy generation project and any power or energy created by a renewable generation facility or renewable energy generation project.
Directs the public service commission to conduct a full cost benefit analysis of the technical and economic feasibility of renewable energy systems in the state of New York and to compare such directly with other methods of electricity generation; makes certain changes relating to greenhouse gas emissions limits.
Includes fuel-flexible linear generators which do not utilize a fossil fuel resource in the process of generating electricity as qualifying as renewable energy systems.
Directs the New York state energy resource and development authority, in collaboration with the New York state thruway authority, the department of transportation, and the New York power authority, to conduct a feasibility study on installing solar panels and other renewable energy systems along state highways and to submit a report relating thereto.
Relates to providing net revenues from utility-owned large-scale renewable generation projects to low-income customers; authorizes utility companies to own such projects; provides that the commission shall require labor agreements and labor peace agreements.
Establishes clean energy goals of reducing the annual total of vehicle miles traveled within the state by 20% by the year 2050; requires state and local highway projects to comply with reductions to vehicle miles traveled targets.
