Prohibits the state university of New York and the city university of New York from permitting any persons to solicit persons to become holders of credit cards unless credit education courses are provided.
Provides that certain persons who are not residents of the state but who have resided in the state for a certain period of time and meet certain criteria shall be eligible for in-state tuition rates.
Grants volunteer firefighters and emergency medical technicians academic credit at state operated institutions of the state university of New York and the senior colleges of the city university of New York to the extent of three academic credits per year, and 6 credits in the aggregate; provides that no fee, tuition or other charge shall be assessed against a volunteer firefighter or emergency medical technician who qualifies for such credit; directs the board of trustees of the state university and the city university of New York to adopt necessary procedures.
Establishes a statewide program to provide free SUNY, CUNY, and community college tuition to active volunteer firefighters, volunteer emergency medical services providers, and volunteer auxiliary police officers.
Provides for the establishment of life long learning centers within the state university of New York to provide courses in community colleges and colleges and universities in the state university system for persons 40 years old or older who are seeking to explore life options, remain civically engaged, continue their education and acquire skills for or begin to plan for a second career.
Establishes a service learning, internship or independent study program for students interested in working with individuals with developmental disabilities; mandates such program shall consist of a work component with verifiable activities related to individuals with developmental disabilities as determined by the state university trustees, and an academic component related to such activity that will be completed through either a written report or journal, or other written assignment as determined by the state university trustees.
Directs the Metropolitan Transportation Authority to provide discounted monthly passes to college, graduate and career education students for the purpose of commuting to and from classes.
Provides for the inclusion of a faculty or staff member on the board of trustees of community colleges elected by and from among the faculty and staff of the college.
Requires SUNY and CUNY schools with at least twenty-five percent of its undergraduate students living on campus to establish substance use recovery housing programs which shall include on-site counseling, mentoring, and peer support.
Provides for the adjustment of stipends of certain incumbents in the state university of New York and designating moneys therefor; continues a doctoral program recruitment and retention enhancement fund; continues work-life services and pre-tax programs; continues a professional development committee; continues a comprehensive college graduate program recruitment and retention fund; continues a fee mitigation fund; continues a downstate location fund; continues a joint labor management advisory board; continues an accidental death benefit; makes an appropriation therefor.
