This bill expands eligibility for New York's veterans tuition awards program to include Purple Heart recipients. Permits a school food authority to attribute moneys spent on purchases of food products from New York state farmers, growers, producers or processors made for its school breakfast program to the thirty percent of costs for school breakfast, snack and lunch service programs.
This bill allows retired New York teacher Jeffrey Alva Beall to apply for retroactive military service credit in the state teachers' retirement system for his 1984-1987 U.S. Army service. To qualify, Beall must pay 3% of his final year's salary for each year of military service (totaling 3 years). The credit would be applied back to the date of his retirement, effective immediately upon enactment.
Provides that certain persons who are not residents of the state but who have resided in the state for a certain period of time and meet certain criteria shall be eligible for in-state tuition rates.
Enacts the "military experience recognized for institutional transfer (MERIT) act"; grants academic credit for veterans with regard to SUNY and CUNY college credits for military learning, training, coursework and occupational experience.

Establishes an office of special education services within the state education department to administer programs for children with disabilities to be headed by an assistant commissioner appointed by the board of regents.
