Establishes the crimes of criminal trespass on a school bus, school grounds or children's camp; requires the commissioner of motor vehicles, in consultation with the commissioner of transportation, to promulgate rules and regulations for certain signage on school buses; relates to professional development school bus driver safety training seminars statewide.
Provides that beginning in the 2026-2027 academic year, certain graduate students shall be required to pay 25% of all current and future mandatory university fees; provides that in the 2027-2028 academic year and thereafter, no mandatory university fees shall be charged, with the exclusion of the graduate student association student activity fee.
Requires student financial aid award letters to contain information on net costs, defined as an estimate of the costs of attendance after financial aid which does not require repayment and options for loans which do require repayment.
Provides that students who receive a high school diploma from an online high school program located within the United States that is accredited in accordance with the Job Corps Policy and Requirements Handbook shall be eligible for admission to colleges and financial aid.
This bill moves the Amistad Commission from the State Department to the State Education Department. The commission, which focuses on promoting education about the African slave trade, slavery in America, and African-American contributions, will now be managed by the Education Department rather than the State Department. This transfer shifts administrative responsibility for the commission's work - such as developing educational resources, recognizing schools teaching African-American history, and advising on curriculum - to the Education Department. The bill is now law (Chapter 542, signed November 21, 2025).
Qualifies the permitted use of proceeds from the lease of lands located at the state university of New York at Purchase shall go to New York state resident students who are eligible to receive a federal Pell grant.
Requires nonpublic schools provide and maintain on-site automatic external defibrillator (AED) equipment on school grounds and assure that AED equipment is available for off-site curricular events, extracurricular events or school-sponsored athletic events.
Requires the appointment of a Title VI coordinator at every college and university in the state to ensure compliance with Title VI of the federal civil rights act of 1964; requires the division of human rights to develop training for students and employees; requires the Title VI coordinator to notify annually all students and employees of the institution's policies and procedures for reporting discrimination and harassment.
This bill extends Monroe County's existing authority to impose an additional 1% sales and compensating use tax (on top of the current 3% rate) until November 30, 2027. The revenue from this tax will be distributed as follows: 5% to school districts outside Rochester, 3% to towns, 1.25% to villages, and 93.75% to the city of Rochester and Monroe County (with the county portion funding county operations). Distribution formulas are based on school enrollment for districts and population ratios for towns and villages, as defined in existing tax law. The extension covers the period from December 1, 2025, through November 30, 2027.
Extends certain provisions of law relating to publishers or manufacturers providing printed instructional materials for college students with disabilities.
