This bill authorizes the city of Ithaca to implement a demonstration program using speed cameras in school zones to enforce speed limits and hold vehicle owners financially responsible for violations. The program would allow the city to install photo monitoring systems in up to twelve school zones, with strict rules requiring annual calibration, operator training, and advance public signage. Images captured by the cameras would generally not identify drivers or passengers and would be destroyed after legal cases are resolved, with limited exceptions for law enforcement investigations. The authorization for this demonstration program would expire on December 31, 2030.

Requires each board of education to adopt a written policy for reconsideration of school library materials and make such policy available on its website; requires such policies to include provisions for the creation of a reconsideration committee to review complaints regarding school library materials; requires the commissioner of education to develop one or more model policies for school districts.

Senate Bill 4692 requires all private colleges and universities in the state to provide menstrual products. These products must be made available in the restrooms of their school buildings. The bill specifies that these items must be offered at no charge to students. Enacts into law major components of legislation necessary to implement the state education, labor, housing and family assistance budget for the 2026-2027 state fiscal year; relates to contracts for excellence, foundation aid, the homeless and foster count, renewable energy projects, zero-emissions school buses and to apportioning aid for universal prekindergarten; relates to reimbursement for the 2026-2027 school year and the maximum contract hours, withholding a portion of employment preparation education aid, and the effectiveness thereof; relates to the use of apportionments for the EXCEL program and the effectiveness thereof; relates to maximum class sizes for special classes for certain students with disabilities; provides for special apportionment for salary expenses; provides for special apportionment for public pension accruals; amends provisions relating to the apportionment amount for the Roosevelt union free school district; provides for set-asides from the state funds which certain districts are receiving from the total foundation aid; provides for support of public libraries; repeals certain provisions relating to the statewide universal full-day prekindergarten program (Part A); relates to evidence-based instructional practices in the subject of mathematics for students in kindergarten through grade five (Part B); relates to the eligibility of students enrolled in an approved program leading to a degree in a high demand field for the New York opportunity promise scholarship (Part C); allows for the chancellor of SUNY and CUNY to impose differential tuition rates on non-resident undergraduate and graduate students until the 2028-2029 academic year (Part E); relates to early childhood educator eligibility for the masters-in-education teacher incentive scholarship program (Part F); changes the name of the "New York state musical instrument revolving fund" to the "New York state music grant fund"; includes musical education in school districts and boards of cooperative educational services within not-for-profit musical entities incorporated in the state and organized for the purpose of the presentation of performing arts for the benefit of the public (Part G); extends provisions of law relating to restructuring financing for residential school placements (Part K); increases the standards of monthly need for aged, blind and disabled persons living in the community (Part L); utilizes reserves in the mortgage insurance fund for the neighborhood preservation program, the rural preservation program, the rural rental assistance program, and the New York state supportive housing program, the solutions to end homelessness program or the operational support for AIDS housing program (Part M); increases the number of land banks which can simultaneously exist in the state of New York from 35 to 45 (Part N); authorizes a tax abatement for alterations and improvements to multiple dwellings for purposes of preserving habitability in affordable housing (Part O); relates to establishing the crime of aggravated harassment of a rent regulated tenant (Part P); renumbers the disparate impact standard for housing and employment in the human rights law (Part Q); defines eligible multiple dwelling under the affordable New York housing program; includes a multiple dwelling that is located on a parcel of land which was part of a tract of land for which a special permit for a large scale general development was approved via the uniform land use review procedure on or before June 15, 2022, and such tract contains a multiple dwelling for which the commencement date is after December 31, 2015 and on or before June 15, 2022 and complies with certain affordability options (Part R).

Enacts the "freedom to read act"; requires the commissioner of education and school library systems to develop policies to ensure that school libraries and library staff are empowered to curate and develop collections that provide students with access to the widest array of developmentally appropriate materials available.

Provides for the inclusion of a faculty or staff member on the board of trustees of community colleges elected by and from among the faculty and staff of the college.

Establishes the mechanical insulation energy savings program to provide grants for qualified mechanical insulation expenditures to school districts, public hospitals, public housing buildings, and political subdivisions that have completed a qualified audit.

creates a New York opportunity promise scholarship for certain students who matriculated at a SUNY or CUNY community college, are over 25 years of age, have applied for certain tuition assistance programs, are eligible for resident tuition rates, and have not already obtained a postsecondary degree (Part F); provides for reduction of taxes pursuant to shelter rent (Part L); utilizes reserves in the mortgage insurance fund for the neighborhood preservation program, the rural preservation program, the rural rental assistance program, and the New York state supportive housing program (Part N); extends certain provisions relating to restructuring financing for residential school placements (Part O); authorizes child care support centers which are certified by the office of children and family services to place individuals as substitute caregivers at licensed and registered child care programs (Part P); relates to the provision of public assistance allowances to public assistance recipients upon the birth of a new child (Part Q); relates to increasing the standards of monthly need for aged, blind and disabled persons living in the community (Part R); relates to the effectiveness of provisions of law relating to the powers and duties of the commissioner of social services relating to the appointment of a temporary operator (Part S); relates to the healthy terminals act; requires the monitor and board of education to develop a proposed financial plan for the 2025--2026 school year and the four subsequent school years (Part FF); relates to the conversion to condominium ownership for the preservation of expiring affordable housing in the city of New York; provides expanded homeownership opportunities from the conversion of certain residential rental buildings to condominium status by property owners that commit to preserve the inventory of expiring affordable housing in the city of New York (Part GG); establishes the housing access voucher pilot program (Part HH); amends section 2 of chapter 868 of the laws of 1975 constituting the New York state financial emergency act for the city of New York, in relation to the effectiveness thereof (Part II); establishes the city of Buffalo parking authority; provides for its powers, duties and obligations (Part JJ); increases the maximum benefit rate for unemployment insurance (Part KK); amends provisions relating to discovery reform (Part LL);
