Requires the inclusion of cultural competency training in the basic training and pre-employment course curricula for state police officers and municipal police officers and sheriffs, members of fire departments and companies, corrections officers, first responders, emergency medical technicians and advanced emergency medical technicians.
This bill creates a certification process for organizations providing in-home substance use disorder treatment services in New York. It requires applicants (including out-of-state entities registered with the state) to meet specific clinical standards, including conducting screenings for overdose risk, mental health conditions, and suicide risk. Certified providers must implement safety plans, medication-assisted treatment, naloxone access, and regular recovery planning. The law aims to standardize and expand access to in-home treatment while ensuring providers meet defined safety and clinical requirements.
Establishes an intensive addiction and medical services integrated services pilot program to support two three-year demonstration programs that provide intensive addiction and medical services integrated services to individuals who have significant addiction and medical issues.
Relates to the required disclosure upon the release of a juvenile or adolescent offender from the custody of the office of children and family services of certain records that are necessary to ascertain the nature of such offender's conviction and would be beneficial in identifying and mitigating any risk that such offender could pose if released.
Provides for the review of policies and practices pertaining to infectious disease outbreaks in correctional facilities, including the treatment and prevention of the disease among incarcerated individuals and staff.
Prohibits employees of the department of corrections and community supervision or a correctional facility from willfully obstructing, blocking or otherwise obscuring a body-worn or stationary camera from recording activities within a correctional facility for the purpose of hindering an existing or potential investigation, concealing a crime or criminal activity, or concealing otherwise unlawful behavior.
Requires rates paid for rehabilitation and opioid treatment be pursuant to certain fee schedules published by the office of addiction services and supports.
Provides immunity from prosecution for certain individuals engaged in prostitution who are victims of or witnesses to a crime and who report such crime or assist in the investigation or prosecution.
Requires each appropriate institution housing a defendant due to mental disease or defect to assign a critical time intervention care management team to the defendant and make a single point of access referral for the defendant prior to such defendant's discharge.
Enacts the "Lieutenant Joseph Banish mental health act" which establishes a law enforcement peer support program to provide confidentiality for communications arising out of law enforcement peer support counseling; defines terms; provides exceptions for when a peer support communication may be disclosed.
