Enacts the "Niagara parks reinvestment act"; requires fifty percent of parking revenue generated at state parks in the county of Niagara to be deposited in the Niagara parks reinvestment fund; establishes the Niagara parks reinvestment fund.
Creates the women and high-wage, high-demand, nontraditional jobs grant program; encourages and assists women to enter high-wage, high-demand occupations including but not limited to trades, science, technology, engineering, and math; makes an appropriation therefor.

Increases the tax exemption for pensions and annuities for persons age fifty-nine and one-half or greater from $20,000 to $25,000 in 2027, $30,000 in 2028, $35,000 in 2029 and $40,000 for each subsequent year.
Enacts the "New York state nurse employment, enhancement and dignity act" to provide hazard pay to nurses during a state disaster emergency, an annual tax credit for nurses, a student loan forgiveness program for nurses, and preferential school admission for nurses.
This bill creates a special "No Hate NY" license plate, requiring a $25 annual fee from vehicle owners who choose it. The entire fee funds the "No Hate NY fund," managed by the state division of human rights, to support hate crime awareness and prevention programs. Counties can request these funds for local initiatives, and unclaimed money after five years is redirected to hate crime victim compensation. The fund requires annual reporting on how money is spent and ensures all collected fees directly support hate crime prevention efforts.
Relates to a rebate against real property taxes for certain owners of real property in the city of New York for the fiscal year commencing July 1, 2024.

Enacts "the 9/11 first responders and survivors' emergency healthcare access act"; establishes the 9/11 first responders and survivors' emergency healthcare access fund to provide 9/11 first responders and survivors with funding for medical treatments, prescriptions, and essential care services when a federal claim is delayed, a federal benefit is under appeal and an urgent health-related need arises while awaiting federal response.
Allocates funding for the New York city animal population control fund for the animal population control program; monies that emanate from any resident or source in NYC from certain violations and fees shall be allocated to the NYC animal population control fund.
