Enacts the "NYCHA - innovating neighborhoods through viable efficient solutions for tenants act" which provides funding to NYCHA to rehabilitate vacant units.
This bill (S 7055) removes Orange and Rockland counties from the Metropolitan Commuter Transportation District (MCTD) payroll tax jurisdiction. It amends tax law definitions to exclude these counties from the list of areas subject to the MCTD payroll tax, which currently applies to businesses and self-employed individuals in Dutchess, Nassau, Putnam, Suffolk, and Westchester counties. As a result, employers and self-employed people in Orange and Rockland will no longer pay this tax on qualifying payroll or self-employment earnings. The change takes effect for taxable years beginning January 1, 2025.
Establishes the NY food insecurity, farm resiliency and rural poverty initiative to provide financial assistance in the form of matching grants, hiring assistance, purchasing assistance, tax credits, tax exemptions, and reimbursements.
Enacts "new deal for SUNY: the New York state higher education equality act" to provide free tuition to students who attend SUNY who are enrolled in academic coursework and are on track to graduate; establishes the state university tuition fund to reimburse the state university of New York for the cost of tuition for students who are eligible for free tuition.
Establishes the historic preservation tax credit transfer program to provide flexibility and incentives for businesses which rehabilitate historic properties to further promote the development of affordable housing.
Relates to terms and conditions of employment for members of the collective negotiating unit consisting of investigators, senior investigators, and investigative specialists in the division of state police; relates to the employee benefit fund for members of such unit; makes an appropriation therefor; repeals certain provisions of law relating thereto.
Requires the natural heritage trust to invest in funds pursuant to the prudent investor act; requires such trust's annual report to be submitted to the chairperson of the senate cultural affairs, tourism, parks and recreation committee and the chairperson of the assembly tourism, parks, arts and sports development committee.
Requires the dormitory authority of the state of New York to fulfill all outstanding monetary commitments made to any local government for a fiscal year prior to allocating any moneys to economic development grant programs for the following fiscal year.
