Senate Bill S 6012 authorizes local municipalities, specifically counties outside of New York City, to establish or expand tourism improvement districts. These districts enable the promotion and enhancement of tourism through various services and improvements. Within these districts, lodging facilities like hotels, motels, and bed and breakfasts may be subject to special assessments. These assessments fund the district's activities and are levied based on the estimated benefit to the businesses within the district, while also ensuring the protection of public employee rights and collective bargaining agreements.
Relates to authorizing a reduction of taxes pursuant to shelter rent; provides that upon consent of the local legislative body in a city with a population of one million or more such taxes may be reduced to five per centum or less, including a full reduction of the annual shelter rent or carrying charges of a project.
Subjects to taxation the possessory interest of a private individual or corporation which uses real property owned by the United States or the state, except for real property owned by public authorities, for business purposes; excludes private property where the use is for a concession available to the general public located on property, such as parks, available for the use of the general public.
Expands the applicability of the assessment exemption for living quarters for parent or grandparent to include living quarters constructed or reconstructed before the effective date of the section providing such exemption.
Enables public libraries to access employment preparation education (EPE) funds to provide adult literacy education; sets aside one million dollars to be awarded through a competitive grant process; provides that half of such appropriation shall be set aside for libraries serving a population of one million or more.
Allows industrial development agencies to make grants to municipalities for open space preservation, parkland improvements and conservation easements where the municipal governing body finds that the grant encourages tourism or otherwise improves quality of life.
Authorizes the pass-through or transfer of the credits for rehabilitation of historic properties; authorizes the allocation of the credit in a separate manner from any federal certified historic tax credit.
Establishes the manufactured home community preservation act to provide financial and technical assistance, within funds available to counties, municipalities, rural preservation companies, and other non-profit housing organizations for their housing preservation efforts; provides that funds in the mortgage insurance fund can be used to provide financial support to local governments and eligible non-profit housing organizations.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
Enacts the "homebuyer renovation property tax exemption act" to grant an exemption of up to fifteen thousand dollars from taxation levied by or on behalf of any county, city, town, village or school district in which such residential property is located for a period of five years from the date of purchase of the property; defines "primary residential property".
