Requires cultural awareness and competence training for all medical professionals as part of their licensing requirements; requires biennial training in the non-discriminatory provision of medical services for physicians, physician assistants, dentists, dental hygienists, registered and licensed practical nurses, podiatrists, and optometrists; authorizes the department of education to develop the training in consultation with the department of health and other experts; provides for documentation and exemption from the requirements; provides for a public education program on minority health; appropriates $100,000 therefor.

Requires establishment of model community programs, including a model telephone reassurance program and a model visiting program for elders.

Requires elected officials to post certain information regarding contributions on his or her website; failure to comply with this provision of this section shall constitute a class E felony.

Requires persistently dangerous schools to file an incident reduction plan detailing the steps the school will take to reduce incidents of violence and disruption and requires notice to be given to victims of harassment, bullying, or violent offenses of their right to transfer to another public school.

Excludes a social security number or card from documentation required to renew an existing driver's license.

Prohibits secondary schools and higher education institutions from withholding student transcripts for failure to pay tuition.

Requires the state liquor authority to invite municipalities or community boards to appear before the authority to present oral testimony prior to issuing certain liquor licenses to applicants.

Prohibits insurers from using retained-asset accounts to hold proceeds from death benefits.

Relates to prostitution offenses; creates the new crimes of unlawful prostitution and sexual exploitation of a child.

Requires farm labor contractors to provide certified copies of payroll records to the commissioner of labor.
