Creates a new class D violent felony offense of endangering the welfare of a child in the first degree; converts the current offense of endangering the welfare of a child to a second degree crime.

Provides for the issuance of orders of protection in family offense cases when defendant is found not responsible by reason of mental disease or defect, and the court issues an order of conditions in conjunction with such finding; such order of protection shall run concurrent with the order of conditions and any extensions thereof; also authorizes the issuance of a family offense order of protection in conjunction with an order of observation pursuant to article 730 of the criminal procedure law; such order shall have a term not to exceed three years following the final or temporary order of observation or from the release from the custody of the commissioner of mental health.

Relates to license fees per barrel of petroleum shipped through the state for use outside the state by facilities within 1 mile of a similar facility in another state.

Establishes a person is guilty of grand larceny in the fourth degree when he or she steals property and is in possession of an anti-security item; makes criminal possession of an anti-security item a class A misdemeanor.

Permits corrective remedies, including but not limited to, preclusion, reversal or modification for violations of certain discovery rules in criminal proceedings only when substantial rights of the party are affected and such remedies shall be available only to the extent to correct prejudice caused by the violation.

Relates to maternal depression screenings; requires maternal health care providers providing pre- and postnatal care or pediatric care to the mother's infant to invite the mother to fill out a questionnaire to detect maternal depression.

Provides for payment by the state of certain travelling costs and fees associated with the psychiatric examination of defendants to determine mental fitness.

Requires an updated photo be taken in order to renew a driver's license.

Relates to the judicial diversion program for certain felony offenders.

Relates to protecting registered security guards in a hospital or health care facility from assault; makes such assault a class D felony.

Establishes dates all propositions to be voted upon by the qualified voters of any school district shall be held.

Extends the authority of the county of Nassau to impose additional sales and compensating use taxes; extends local government assistance programs in Nassau county.
