Provides total disability benefits for volunteer firefighters and volunteer ambulance workers for injuries sustained on or after July 1, 2017.

Directs the commissioner of the division of homeland security and emergency services to work with other experts who maintain experience and knowledge in the area of cyber security to develop a cyber security action plan for New York state.

Makes the failure of a sex offender to register or verify pursuant to the provisions of the sex offender registration act or violation of the prohibition on sex offenders being employed on a motor vehicle engaged in the retail sale of frozen desserts a class D felony.

Relates to a minimum wage reimbursement credit.

Directs the department of taxation and finance to study and report on the impact on localities in the counties of Westchester, Putnam and Dutchess of state-owned lands, and the methods of compensating such localities for the real property taxes lost as a result of such state-owned lands.

Relates to the registration of vintage snowmobiles.

Relates to the minimum retirement allowance for members of the New York state teachers' retirement system who retired prior to July 1, 1980.

Prohibits the alleged child victim of a child abuse report from being interviewed in the presence of any other person named in the report.

Establishes the housing opportunities for people to empower excellence and equity (HOPE) trust fund to provide access to rental housing; to facilitate the construction, renovation and rehabilitation of facilities to provide additional residential opportunities; to develop new and innovative approaches to residential living and to promote creation of sustainable living environments for people with developmental disabilities.

Provides that regents of the University of the state of New York in office March 31, 2017 shall hold office until June 30th of the year in which such term expires; also provides that commencing July 1, 2017 each regent shall be elected to a term of five years with each such term to expire on the last day of June and the election by the legislature to be held on or before the first Tuesday of May; also provides that if the legislature fails to agree on the election by the first Tuesday in May, then the legislature shall meet in joint session at noon on the third Tuesday in May to elect such regent by ballot; further provides that such election shall be held on the second Tuesday in May if the temporary president of the senate and the speaker of the assembly certify no later than March first that such election would conflict with religious observances.

Relates to certain crimes related to the operation of a motor vehicle; establishes the crimes of persistent aggravated unlicensed operation of a motor vehicle and persistent driving while intoxicated.

Constitutes chapter 28 of the consolidated laws as the interstate authorities law; continues all operations of the Port Authority of New York and New Jersey; repeals chapters relating to the Port Authority of New York and New Jersey.
