New York Bills

Extends the authorization for Oneida county to impose additional rates of sales and compensating use taxes and provides for allocation and distribution of a portion of net collections from such additional rates.

Enacts the New York State Terrorist Registry Act; establishes the New York State terrorist registry; provides for terrorist registry information sharing; provides for registry information collection and notification; creates a special phone number and internet directory; establishes the crime of failure to register or verify with the NYS terrorist registry which is a class A-I felony.

Requires that academic credit toward a high school diploma be given for practical experience gained outside of school during high school.

Provides for the establishment of a sexual assault survivor bill of rights by the department of health, in consultation with the division of criminal justice services and department of law; directs the department of health to conduct a study on the maintenance of sexual offense evidence kits; provides the right to consult with and be accompanied by a victim assistance organization during physical exams and interrogations; provides the right to preventive treatment for HIV; provides the right to notice about the results of the sexual assault evidence kit and the status of their case; directs police and prosecutors to implement policies to implement such rights; directs the division of criminal justice services to study the feasibility of establishing a statewide sexual assault evidence kit tracking system.

Limits the amount of a property tax shift from one class of property to another for 2017-2018 in the county of Suffolk.

Limits the time between appointing an acting commissioner and the governor submitting a name for a commissioner to one hundred eighty days or two hundred seventy days when the senate is adjourned.

Relates to the fingerprinting and background checks of contracted service providers of student support services.

Relates to improving evaluations of the potential impact of rules on jobs and employment opportunities.

Expands the Doctors Across New York program to include dentists.

Authorizes the empire state development corporation to develop a public awareness campaign promoting businesses located in New York state; requires the creation of the Buy New York Online Networking Directory to connect purchasers with businesses located in New York.

Relates to providing free use of state parks for certified first responders who participated in the rescue effort at the World Trade Center on September 11, 2001.

Creates "Robin's law"; relates to mental health and chemical dependence outpatient treatment of sex offenders; requires the development of guidelines and procedures for outpatient group settings.
