Allows municipalities to cancel any interest and penalties on delinquent property tax payments where a property owner demonstrates extraordinary circumstances, financial hardship or a history of previous timely payment of property taxes; authorizes the commissioner of taxation and finance to promulgate rules and regulations for the application process, standards for documentation and guidance for enforcing officers.

Provides that school bus transportation be provided where: a parent or guardian of a child not residing in the district on the April first date submits a written request within thirty days after establishing residence in the district; a family moves to a different dwelling within the district during the school year; a school moves locations from one location to another; or a parent or guardian chooses a nonpublic school for their child after April first.

Clarifies that leases entered into by the commissioner of general services shall be subject to prevailing wage requirements for public work; requires prevailing wage for leasehold or capital improvements in such leases.

Requires a gas and electric corporation to disclose certain information with an application for a major rate change; requires information relating to dividends paid to shareholders, capital investments, and policy expenditures; requires each application to include a dividend forecast covering the requested rate period.

Authorizes the city of New York to provide for a residential parking permit system in Queens Community Boards 3 and 4 to reduce hazards and pollution levels.

This bill requires village elections that are currently scheduled for the same day as the general election to be held only in even-numbered years. It also allows village boards to adopt resolutions to move their regular March elections to the general election date in even-numbered years, provided the village is located entirely within one county. The legislation updates various sections of the election and village laws to align with these new scheduling rules and includes provisions for handling transition periods for officials serving terms that would otherwise expire in odd-numbered years.

This bill authorizes the New York State Dormitory Authority to provide financing for the construction of a school building for Yeshiva Ohr Yoseph in Brooklyn.
