Extends the demonstration project and workgroup to reduce the use of temporary staffing agencies in residential healthcare facilities for a fifth year, until December 31, 2027 (Part A); extends the duration of certain brownfield redevelopment and remediation tax credits with respect to a site located at 1800 Park Avenue (Part B); makes technical corrections relating to extending the term and authority of the independent monitor for the Orange county IDA (Part C); extends the demonstration project and workgroup to reduce the use of temporary staffing agencies in residential healthcare facilities for a fifth year, until December 31, 2027 (Part D); makes technical corrections to section 11-3206 of the administrative code of the city of New York (Part E); provides for the temporary transfer of racing support payments (Part F).

Requires the New York city housing authority to investigate complaints of squatters within twenty-four hours and promptly remove squatters from its apartments.

This bill suspends specific taxes on motor fuel and diesel fuel from June 1, 2026, through December 31, 2026, directly affecting fuel distributors and retailers. During this period, the suspension covers various state excise taxes and sales taxes, requiring sellers to lower their prices by the exact amount of the tax reduction. Additionally, the state will transfer funds equal to the lost tax revenue into dedicated transportation trust funds to maintain financial support for mass transit and highway projects. The legislation also ensures that retailers who previously paid these taxes can receive refunds or credits for the overpayment during the suspension window.

Requires the office for the aging to make an annual report on the budget expenditures on behalf of the senior population of the state every April first.

Requires special number plates reserved for elected public officers to only be available to such elected public officers during their term of office and must be surrendered to the department upon the end of such term.

Mandates a stay of foreclosure sales in all actions where a defendant has filed and perfected an appeal from a judgment of foreclosure and sale until the appeal is decided or dismissed, unless expressly waived by the defendant.

Relates to construction and mentoring programs; provides that any agency may establish a mentoring program for small businesses that perform construction or architectural or engineering services related to construction.

This bill amends New York State education laws to require that schools include the September 11, 2001 attacks in their courses on patriotism and citizenship. It mandates that all students over the age of eight receive instruction on specific historical topics, including genocide, slavery, the Holocaust, and the Irish potato famine, alongside lessons on religious tolerance and human rights. The state's education commissioner is given the authority to withhold funding from school districts that fail to provide this instruction or enforce attendance rules.

Increases the penalties imposed upon gas and electric utilities for failure to file or correct an annual report with the public service commission; provides such penalties shall not be more than one-tenth of 1% of the utilities' annual net revenue for each day of violation, but not to exceed $25,000 nor be less than $100.

Relates to the compensation, benefits and other terms and conditions of employment of certain state officers and employees; implements the agreements between the state and the public employees federation.

Requires each violator of "Buster's Law" to register the violator's name and address with the division of criminal justice services; makes the registration available to the public, law enforcement entities, district attorneys, humane societies, societies for the prevention of cruelty to animals, dog or cat protective associations, animal control officers, breeders of animals, animal rescues and pet stores.

Arielle's Law requires warning labels on sports and muscle creams containing methyl salicylate. These labels must state that the product contains methyl salicylate, should be used only as directed, and that a physician should be consulted before use. The law applies to any person or entity selling or distributing these products and imposes a fine of up to $500 for each violation. This measure aims to ensure consumers are informed about the ingredients and proper usage of these topical treatments.
