New York Bills

Establishes that tuition rates shall grow by a percentage equal to the general support for public schools appropriation provided to schools.

Requires employer to indicate on a pay stub where an income deduction is for the purpose of support enforcement.

Facilitates compliance with the sex offender registry for offenders without a registerable residence; defines "homeless sex offender" and "sex offender registration officer"; makes related provisions.

Relates to updating reporting requirements for institutions of higher education.

Enacts the "Learning for Work act"; establishes the youth apprenticeship program and the enhanced regents professional diploma; appropriates moneys therefor.

Makes numerous modifications to provisions of various laws relating to child custody matters; provides for shared parenting custody; provides for parenting time rather than visitation; provides for mediation and counseling in matrimonial actions involving children; establishes sanctions for interference with parenting time; provides for equality in the burden of child support between parents; bases child support on net income exclusive of income and FICA taxes; provides that child support ceases at age 18; requires contract support collection agents to be audited; deals with DNA evidence when question of paternity; increases parental access to information.

Permits the Springville-Griffith institute central school district to establish an insurance reserve fund.

Authorizes counties to impose fees for performing drug tests and utilizing electronic monitoring equipment.

Prohibits any sex offender from residing within a quarter mile of any school, playground, park or building in which child day care is provided.

Prohibits mortgagees from requiring mortgagors of certain pieces of real property to purchase flood insurance coverage exceeding the actual value of the loan.

Requires that every policy which provides coverage for anesthesia services shall include coverage for anesthesia services provided by an independently employed certified registered nurse anesthetist; defines certified registered nurse anesthetist.

Creates the teacher training initiative fund for autism; appropriates funds therefor.
