A 2628: Establishes the bullet-proof vests for officers fund

This bill (A 2628) establishes a dedicated state fund to provide bullet-proof vests for police officers and canine units. It creates a new "bullet-proof vests for officers fund" managed by the state comptroller, funded through voluntary taxpayer contributions added to income tax returns (starting 2026), existing transfers, and gifts. The fund specifically allocates money to the Division of Criminal Justice Services for purchasing vests, which are distributed at the commissioner’s discretion following statewide guidelines. The bill does not mandate taxes but allows taxpayers to donate directly via their state tax forms, with all funds restricted solely to this purpose.

A 8052: Relates to notices of non-renewal provided to a health care professional by a health care plan

This bill requires health care plans (like insurers) to provide health care professionals with a written explanation and a 30-day review period before terminating or not renewing their contracts. It mandates a hearing panel composed of three licensed professionals - appointed jointly by the plan and the professional - to review termination decisions, ensuring impartiality and requiring decisions to be made within 30 days of a request. The bill explicitly prohibits termination for protected activities, such as advocating for patients, filing complaints, or requesting a hearing. It directly affects health care professionals and health care plans operating under New York’s public health and insurance laws.

S 2619: Expands insurance coverage of in vitro fertilization

New York's S 2619 requires large employer health insurance plans to cover up to three cycles of in vitro fertilization (IVF) for infertility treatment. This applies to policies providing comprehensive medical coverage, with coverage subject to standard deductibles and co-payments like other benefits. The bill removes prior restrictions limiting IVF coverage to three cycles, mandating insurers to include it as part of infertility treatment. It defines a "cycle" as either fresh or frozen embryo transfer procedures under medical guidelines. The law does not cover experimental treatments or other excluded procedures listed in the bill.
