HR 1349: The COVID-19 Hospital and Health Provider Loan Conversion Act of 2021

The COVID-19 Hospital and Health Provider Loan Conversion Act of 2021 This bill establishes and otherwise modifies requirements for the Medicare Accelerated and Advance Payment Program during the public health emergency relating to COVID-19 (i.e., coronavirus disease 2019). The program provides Medicare payments in advance to eligible providers experiencing claims or cash flow disruptions, such as during national emergencies; the program was specifically expanded in response to COVID-19 to encompass more types of providers, subject to certain recoupment and repayment provisions. The bill requires the Centers for Medicare & Medicaid Services to waive recoupment and repayment for providers who meet specified requirements. Among other criteria, providers must not have engaged in surprise billing practices with respect to COVID-19 patients. Providers must still repay any amounts not used for COVID-19 expenses; the bill caps the interest rate on such repayments at 2% upon a demonstration of hardship. The bill also requires private health insurers to treat out-of-network COVID-19 services as in-network for purposes of payment and cost-sharing.

Arctic Refuge Protection Act This bill repeals the Arctic National Wildlife Refuge oil and gas program. The bill designates approximately 1,559,538 acres of land within Alaska in the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System.

HR 751: Protecting American Energy Production Act

Protecting American Energy Production Act This bill prohibits the President from declaring a moratorium on the use of hydraulic fracturing unless Congress authorizes the moratorium. The bill also expresses the sense of Congress that states should maintain primacy for the regulation of hydraulic fracturing for oil and natural gas production on state and private lands.

HR 710: Coronavirus Containment Corps Act

Coronavirus Containment Corps Act This bill requires the Centers for Disease Control and Prevention (CDC) to develop, within 21 days, a nationwide contact tracing strategy for COVID-19 (i.e., coronavirus disease 2019) that addresses issues including workforce needs. To implement that strategy, the bill establishes grant programs in the CDC and the Indian Health Service (IHS). It also expands programs in the Department of Labor. The CDC must award grants to state and local health departments to, among other purposes, hire and train individuals for contact tracing positions and related roles. The IHS must award similar grants to tribes and tribal organizations. Additionally, Labor must award grants for states and other jurisdictions to support recruitment and employment of dislocated workers and other individuals in public health roles. Grants and contracts that include contact tracing in their scope of work must comply with prevailing wage requirements that apply to federal service contracts. Employees who work under such grants or contracts must receive similar compensation to that prevailing in the locality where work is performed. The CDC and Labor must report certain information on specified timelines, and the Government Accountability Office must evaluate the activities of grantees.

HR 98: COVID–19 Victims Compensation Fund Act

COVID-19 Victims Compensation Fund Act This bill allows individuals to file claims and receive compensation for harm or death suffered as a result of COVID-19 (i.e., coronavirus disease 2019). A Special Master appointed by the Department of Health and Human Services must review claims submitted and determine whether a claimant is eligible for compensation, the extent of the harm to the claimant, and the amount of compensation to be awarded.

HR 46: One Bill, One Subject Transparency Act

One Bill, One Subject Transparency Act This bill requires each bill or joint resolution to include no more than one subject and the subject to be clearly and descriptively expressed in the measure's title. An appropriations bill may not contain any general legislation or change to existing law that is not germane to the subject of the underlying bill. The bill voids measures or provisions that do not comply with these requirements, including appropriation provisions outside the relevant subcommittee's jurisdiction.

HR 130: Kimberly Vaughan Firearm Safe Storage Act

Kimberly Vaughan Firearm Safe Storage Act This bill establishes a federal statutory framework to regulate the storage of firearms and ammunition on residential premises. Specifically, the bill requires firearms and ammunition on residential premises to be safely stored if a minor is likely to gain access without permission or if an individual who resides at the residence is ineligible to possess a firearm. The firearms and ammunition must be safely stored in one of two ways: (1) secured, unloaded, and separated in a safe and locked with a trigger lock; or (2) off the premises at a storage facility or gun range. Safes, trigger locks, and storage facilities must be certified by the Department of Justice (DOJ). Finally, an individual who violates the safe storage requirements is subject to penalties—criminal penalties if the violation results in the discharge of a firearm, or civil penalties if the violation does not result in the discharge of a firearm. Additionally, DOJ must seize and safely store the individual's firearms and ammunition.

HR 97: Federal Death Penalty Abolition Act of 2021

Federal Death Penalty Abolition Act of 2021 This bill prohibits the imposition of a death penalty sentence for a violation of federal law. It eliminates statutory authority for the death penalty as a sentencing option for federal offenses. It also requires a person who was sentenced to death before enactment of this bill to be resentenced.

Jurists United to Stop Trafficking Imitation Child Exploitation Act of 2021 or the JUSTICE Act of 2021 This bill broadens the prohibition on importation or transportation of obscene materials. Specifically, the bill makes it a crime to import, or knowingly use a common carrier or interactive computer service to transport, a child sex doll.

HR 38: Concealed Carry Reciprocity Act

Concealed Carry Reciprocity Act This bill establishes a federal statutory framework to regulate the carry or possession of concealed firearms across state lines. Specifically, an individual who is eligible to carry a concealed firearm in one state may carry or possess a concealed handgun (other than a machine gun or destructive device) in another state that allows its residents to carry concealed firearms. It sets forth requirements for the lawful concealed carry across state lines. The bill preempts most state and local laws related to concealed carry and establishes a private right of action for a person adversely affected by interference with a concealed-carry right established by this bill.

HR 1439: Expanded Genetic Screening Act of 2021

Expanded Genetic Screening Act of 2021 This bill requires state Medicaid programs to cover noninvasive prenatal genetic screening for pregnant women. (Noninvasive prenatal genetic screening uses naturally occurring fetal DNA from the mother's blood to screen for genetic abnormalities.)
