HR 2859: Restoring Neighborhoods and Strengthening Communities Act

Restoring Neighborhoods and Strengthening Communities Act This bill directs the Department of Transportation (DOT) to establish a grant program to identify infrastructural barriers posed by transportation facilities within certain communities (e.g., communities of color, low-income communities, or tribal or indigenous populations) and study the feasibility of improving, and developing plans to improve, connectivity within these communities by redesigning or removing such barriers. DOT may award grants to states, tribal and local governments, nonprofit organizations, and other entities for (1) community engagement, education, and capacity building, including to educate community members about opportunities to affect transportation and economic development planning and investment decisions; and (2) planning and feasibility studies, including development of designs and artistic renderings to facilitate community engagement. It may also award capital construction grants to the owner of an infrastructural barrier to carry out projects for which all necessary feasibility studies and other planning activities have been completed, including the replacement of an infrastructural barrier with a new use or facility that has been identified by members of the community.

HR 2855: Star Rating for Biosimilars Act

Star Rating for Biosimilars Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish quality measures regarding biosimilar biological products under the five-star performance rating system for Medicare Advantage plans. The measures must assess the level of access that plans provide to covered biosimilars, including with respect to formularies, cost-sharing, and utilization management. The CMS must also incorporate such measures into similar rating systems for plans under the Medicare prescription drug benefit.

HR 2833: Reconnecting Communities Act

Reconnecting Communities Act This bill establishes a grant program to remove, retrofit, or otherwise address infrastructural barriers (e.g., highways, railways, or viaducts) that impede mobility and connectivity, with a particular focus on communities of color and low-income communities. Under this program, the Department of Transportation (DOT) must award three types of grants: community engagement, education, and capacity-building grants to educate and involve community members in transportation and economic development planning; planning and feasibility study grants to develop designs, conduct environmental reviews, and carry out other preliminary activities required to remove, retrofit, or mitigate an infrastructural barrier; and capital construction grants to remove, retrofit, or mitigate an infrastructure barrier. DOT must award the community engagement, education, and capacity-building grants and the planning and feasibility study grants to state, tribal, and local governments; metropolitan planning organizations; and nonprofits. An eligible entity may apply for and receive funding from more than one type of grant. DOT must award the capital construction grants to the owner of an infrastructure barrier. The owner may, if applicable, partner with other eligible entities.

HR 2846: Ensuring Access to Lower-Cost Medicines for Seniors Act of 2021

Ensuring Access to Lower-Cost Medicines for Seniors Act of 2021 This bill establishes additional requirements for prescription drug plan (PDP) sponsors that use formularies under the Medicare prescription drug benefit. Specifically, the bill requires PDP formularies to include covered generic drugs and biosimilars for which the wholesale acquisition cost is less than that of the reference (i.e., brand-name) product. PDP sponsors must also establish specific cost-sharing tiers that apply lower cost-sharing requirements for such covered generic drugs and biosimilars as compared to those for brand-name products. The bill also prohibits PDP sponsors from instituting certain requirements relating to access to such covered generic drugs and biosimilars that are more restrictive than those for brand-name products (e.g., prior authorization requirements).

HR 2835: Consortia-Led Energy and Advanced Manufacturing Networks Act

Consortia-Led Energy and Advanced Manufacturing Networks Act This bill requires the Department of Commerce to carry out a grant program for establishing consortia to enhance U.S. economic, environmental, and energy security by promoting domestic research and commercial application of clean technologies and advanced manufacturing processes. Clean technology means technologies, production processes, or methodologies that produce energy from renewable energy sources; transmit, distribute, or store energy more efficiently; enhance energy efficiency for buildings and industry; enable the development of a Smart Grid; produce an advanced or sustainable material with energy or energy efficiency applications; improve energy efficiency for transportation; or enhance water security through improved water management, conservation, distribution, or end use applications.

HR 3: Elijah E. Cummings Lower Drug Costs Now Act

Elijah E. Cummings Lower Drug Costs Now Act This bill establishes several programs and requirements relating to the prices of prescription drugs. In particular, the bill requires the Department of Health and Human Services (HHS) to negotiate prices for certain drugs (current law prohibits HHS from doing so). Specifically, HHS must negotiate maximum prices for single-source, brand-name drugs that lack certain generics and that are among either the 125 drugs that account for the greatest national spending or the 125 drugs that account for the greatest Medicare spending. HHS must negotiate the prices of at least 25 such drugs for 2024 and of at least 50 such drugs thereafter and must also negotiate prices for certain newly approved drugs and for insulin products. The negotiated prices must be offered under Medicare and may also be offered under private health insurance unless the insurer opts out. The negotiated maximum price may not exceed (1) 120% of the average price in Australia, Canada, France, Germany, Japan, and the United Kingdom; or (2) if such information is not available, 85% of the U.S. average manufacturer price. Drug manufacturers that fail to comply with the bill's negotiation requirements are subject to civil and tax penalties. The bill also makes a series of additional changes to Medicare prescription drug coverage and pricing, including by (1) requiring drug manufacturers to issue rebates to the Centers for Medicare & Medicaid Services for covered drugs that cost $100 or more and for which the average manufacturer price increases faster than inflation, and (2) capping annual out-of-pocket spending under the Medicare prescription drug benefit. The bill also requires drug manufacturers to report specified information for certain high-cost drugs, and it provides funds for opioid epidemic initiatives and biomedical research.

HR 1466: American PPE Supply Chain Integrity Act

The American PPE Supply Chain Integrity Act This bill requires specified federal departments to purchase certain items, including medical supplies, personal protective equipment (PPE), and clothing, from the United States, with exceptions. Specifically, the bill requires the Department of Health and Human Services, the Department of Homeland Security (DHS), and the Department of Veterans Affairs to purchase items such as specified medical supplies (including disinfecting wipes), PPE, and fabric products (including clothing, bags, and tents) from products that are 100% grown, reprocessed, reused, or produced in the United States. The bill requires regulations to (1) prohibit the use by any federal department or agency of reverse auctions or lowest price technically acceptable contracting methods for the procurement of PPE if the level of quality or failure of the item could result in infection, illness, or death; and (2) establish a preference for the use of best value contracting methods for the procurement of such equipment. The bill applies the Berry Amendment (which requires the Department of Defense to give preference in procurement to domestically produced, manufactured, or homegrown products) to specified supplies and equipment, such as surgical dressing materials, hospital and surgical clothing, and textile medical supplies and equipment.

HR 1476: PFC Joseph P. Dwyer Peer Support Program Act

PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Peer Support Program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization that has historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

HR 2850: Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2021

Nuclear Weapons Abolition and Economic and Energy Conversion Act of 2021 This bill directs the U.S. government to sign and ratify the United Nations Treaty on the Prohibition of Nuclear Weapons or a similar international agreement that calls for the elimination of all nuclear weapons in every country. The government shall (1) redirect resources currently used in nuclear weapons programs toward building an ecologically beneficial peace economy and addressing human and infrastructure needs, and (2) actively promote policies to induce all other countries to take similar actions.

HR 2851: Affordable Housing Preservation Act of 2021

Affordable Housing Preservation Act of 2021 This bill directs the Department of Housing and Urban Development (HUD) to implement a demonstration program for the establishment or preservation of limited- or zero-equity resident-controlled housing. Limited- or zero-equity resident-controlled housing (e.g., a housing cooperative) restricts the initial and resale price of shares of stock or membership interests in a residence so that the shares or interests remain affordable to families of certain incomes. Specifically, HUD may assist nonprofit organizations to establish or preserve such housing through providing (1) mortgage insurance; and (2) grants for predevelopment costs, monitoring fees, technical assistance, gap funding, and intermediary financing. Housing receiving such assistance must be governed by a board of directors elected by members of a limited- or zero-equity resident-controlled housing corporation with voting structured equitably among all members. A limited- or zero-equity resident-controlled housing corporation may sell corporate shares in such housing to an eligible household for a purchase price that ensures dwelling units in the housing will remain affordable for at least 30 years to households earning less than a certain income.

HRES 346: Expressing support for honoring Earth Day, and for other purposes.

This resolution urges (1) the President to issue a proclamation recognizing Earth Day; and (2) governments and people to continue building upon the Paris Agreement and other efforts to ensure that future generations inherit a livable, sustainable, and ecologically rich planet. The resolution reaffirms that immediate action is needed to reduce greenhouse gas emissions and ameliorate environmental injustices in order to protect our planet, public health, and overall well-being of all people and wildlife. In addition, it encourages the American people to mark Earth Day by working to address environmental challenges, educate others about the need for year-round action, and honor the stewardship ethic for which Senator Gaylord Nelson stood.
