Davis-Bacon Repeal Act This bill repeals the Davis-Bacon Act, which requires that the locally prevailing wage rate be paid to various classes of laborers and mechanics working under federally-financed or federally-assisted contracts for construction, alteration, and repair of public buildings or public works. References in any law to a requirement under the Davis-Bacon Act shall be null and void.

HR 2189: State Tax Freedom Act

State Tax Freedom Act This bill removes a prohibition on states and territories using COVID-19 relief funding under the American Rescue Plan Act of 2021 to offset a reduction in revenue resulting from a reduction in taxes or a delay in the imposition of a tax or tax increase. Additionally, the bill requires the Department of the Treasury to refund the state, territory, or tribal government any money that was repaid to the federal government since enactment of the American Rescue Plan Act of 2021 due to the state cutting taxes.

HR 2188: Reopening America by Supporting Workers and Businesses Act of 2021

Reopening America by Supporting Workers and Businesses Act of 2021 This bill permits states to provide a one-time lump sum payment, through July 1, 2021, to individuals who (1) were eligible for COVID-19 pandemic unemployment compensation during any week after enactment of this bill, and (2) are no longer eligible as a result of becoming thereafter reemployed. Payments of $1,200 shall be paid to individuals who work at least 30 hours and $600 to individuals who work at least 20 hours but less than 30. The payments are available for claimants (1) who are not employed by a government entity, (2) who return to work for at least four consecutive weeks, and (3) whose annual salary does not exceed $75,000. Before receipt of a payment, the individuals' employers must verify their hours and earnings. Additionally, the bill (1) accelerates a scheduled increase in funding for reemployment services and eligibility assessments (RESEA), (2) allows states to use RESEA funds to serve all workers receiving unemployment benefits, and not just those most likely to exhaust their benefits; and (3) allows states to provide reemployment services to individuals receiving pandemic unemployment assistance and pandemic emergency unemployment compensation. Finally, the bill reinstates the requirement that unemployment claimants certify they are able, available, and actively seeking work.

HR 2226: Remove the Stain Act

Remove the Stain Act This bill rescinds each Medal of Honor awarded for acts that occurred on December 29, 1890, at Wounded Knee Creek, Lakota Pine Ridge Indian Reservation, South Dakota. The bill requires the Army, Navy, Air Force, and Coast Guard to remove the names of those award recipients from the Medal of Honor Roll.

HR 2199: Federal Agency Sunset Commission Act of 2021

Federal Agency Sunset Commission Act of 2021 This bill provides for the establishment of the Federal Agency Sunset Commission to submit to Congress a schedule for review and abolishment of each agency, including each advisory committee. The schedule for review shall be in the form of a joint resolution. Each agency shall be abolished unless reauthorized by Congress. For each agency, the commission must schedule a date of abolishment to occur at least once every 12 years. The commission must (1) review and evaluate the efficiency and public need for each agency using specified criteria; (2) analyze the authority claimed by the executive branch but not specifically authorized by statute; (3) recommend whether each agency should be abolished, reorganized, or continued; and (4) report to Congress on introduced legislation that would establish a new agency or a new program. The Government Accountability Office and the Congressional Budget Office, in cooperation with the Congressional Research Service, shall prepare an inventory of federal programs to assist Congress and the commission in carrying out this bill. The bill provides for expedited consideration of the schedule for review and abolishment.

SRES 141: A resolution recognizing the critical importance of access to reliable, clean drinking water for Native Americans and Alaska Natives and confirming the responsibility of the Federal Government to ensure such water access.

This resolution expresses the sense of the Senate that access to reliable and clean drinking water is critically important to the health and welfare of American Indians and Alaska Natives. Further, the resolution calls upon the federal government to provide water access to tribal members and communities.

S 1017: Clean Hydrogen Production Incentives Act of 2021

Clean Hydrogen Production Incentives Act of 2021 This bill allows a new tax credit for the production of clean hydrogen using electricity produced from renewable energy resources (e.g., wind, solar, geothermal, nuclear energy). The bill defines clean hydrogen as hydrogen produced using an electrolyzer for which the electricity used is produced from qualified renewable energy resources, or by any other process which has been determined to have a rate of carbon dioxide emissions per kilogram of hydrogen produced equal to or lower than such rate for such production using other specified processes.

S 1016: Electric Power Infrastructure Improvement Act

Electric Power Infrastructure Improvement Act This bill allows a tax credit through 2031 for investment in a qualifying electric power transmission line property. The bill defines qualifying electric power transmission line property as (1) any overhead, submarine, or underground transmission facility that is capable of transmitting electricity at a voltage of not less than 275 kilovolts, has a transmission capacity of not less than 500 megawatts, is an alternating current or direct current transmission line, and delivers power produced in either a rural area or offshore; and (2) conductors or cables, or other specified equipment, necessary for the proper operation of the facility.

S 1015: Interregional Transmission Planning Improvement Act of 2021

Interregional Transmission Planning Improvement Act of 2021 This bill requires the Federal Energy Regulatory Commission to issue a rule to evaluate the effectiveness of planning processes for projects concerning electric energy transmission across regions. The rule must address (1) the effectiveness of existing planning processes for identifying interregional transmission projects that provide economic, reliability, operational, and public policy benefits, including reductions in carbon emissions; (2) changes to such processes to ensure that efficient, cost-effective, and broadly beneficial transmission solutions are selected for cost allocation; and (3) cost allocation methodologies that reflect the multiple benefits provided by interregional solutions.

S 978: Flexible Financing for Rural America Act of 2021

Flexible Financing for Rural America Act of 202 1 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA or the Department of the Treasury (in the case of a loan owned by the Federal Financing Bank) must adjust the interest rate on the loan to match certain interest rates for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA or Treasury shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications and for the liquidation of residual intragovernmental amounts owed by the Federal Financing Bank in connection with certain loans.
