College Completion Fund Act of 2022 This bill establishes a grant program for participating public institutions of higher education to provide student support services to increase participation, retention, and completion rates of students from low-income backgrounds, historically underrepresented students, first-generation college enrollees, parenting students, students with disabilities, and student veterans.

HR 7147: Cost of War Act of 2022

Cost of War Act of 2022 This bill directs the Department of Defense (DOD) to post on its public website information relating to the cost to U.S. taxpayers of any overseas contingency operation conducted by the U.S. Armed Forces on or after September 18, 2001. DOD must update such information not later than 90 days after the end of each fiscal year.

HR 7105: STOP Act

Sober Truth on Preventing Underage Drinking Reauthorization Act or the STOP Act This bill reauthorizes through FY2027 and revises grants and other activities for reducing underage drinking. In particular, the bill modifies the scope of certain activities to incorporate a focus on the adoption and enforcement of state laws and policies for preventing and reducing underage drinking. This includes (1) assessing in annual reports whether states have adopted best practices related to laws, regulations, and enforcement practices; and (2) establishing a pilot program to collect uniform data from states and localities about their enforcement of underage drinking laws. In addition, the Substance Abuse and Mental Health Services Administration must contract with the National Academy of Sciences to review the research literature regarding the influence of drinking on adolescent brain development.

HR 6785: Right Whale Coexistence Act of 2022

Right Whale Coexistence Act of 2022 This bill provides support for the conservation of North Atlantic right whales ( Eubalaena glacialis ). Specifically, it requires the National Oceanic and Atmospheric Administration (NOAA) to provide financial assistance for projects designed to reduce the lethal and sub-lethal effects of human activities on North Atlantic right whales. In addition, NOAA must conduct surveys of plankton on an ongoing basis using a continuous plankton recorder.

HRES 987: Expressing gratitude on behalf of the people of the United States to the journalists and news staff who are risking injury and death, are subject to grave threat, and have sacrificed their lives, to chronicle and report on the ongoing war in Ukraine resulting from Putin's invasion.

This resolution expresses that the House of Representatives declares its gratitude on behalf of the people of the United States to the journalists and news staff who continue to put themselves in harm's way to report on the humanitarian crisis and ongoing war on the ground in Ukraine following Russian President Vladimir Putin's invasion of Ukraine; and honors the contributions of journalists and news staff reporting from the war in Ukraine as essential in the ongoing struggle for the rights of a free press and free speech internationally, pivotal in pushing back against false propaganda by tyrants, and crucial to informing Americans and the world of the horrors being wrought against the Ukrainian people.

Advancing Toward Impact Aid Full Funding Act of 2022 This bill reauthorizes through FY2027 certain activities under the Impact Aid Program. The program provides funding to local educational agencies that have lost property tax revenue due to the presence of tax-exempt federal property or to those that have experienced increased expenditures due to enrollment of federally connected children (e.g., children living on Indian lands or military bases).

Sunshine Protection Act of 2021 This bill makes daylight saving time the new, permanent standard time, effective November 5, 2023. States with areas exempt from daylight saving time may choose the standard time for those areas.

Accountable Federal Employees Act or the Accountable Feds Act This bill establishes and modifies requirements relating to the administration of the federal workforce, including (1) creating a new Schedule F in the excepted service for certain positions that are not normally subject to change as a result of a presidential transition; (2) specifying certain standards and principles relating to removals, grievance procedures, and adverse personnel actions; (3) placing certain restrictions on the use of union time; and (4) creating a workgroup to manage the efficiency of labor-management relations.

HR 7073: Into the Light for MMH and SUD Act of 2022

Into the Light for Maternal Mental Health and Substance Use Disorders Act of 2022 or the Into the Light for MMH and SUD Act of 2022 This bill reauthorizes through FY2028 a program that addresses maternal depression and, among other changes, expands its scope to include mental health and substance use disorders. It also requires the Department of Health and Human Services to maintain a national hotline to provide mental health and substance use disorder resources to pregnant and postpartum women and their families.

HR 7076: Supporting Children’s Mental Health Care Access Act of 2022

Supporting Children's Mental Health Care Access Act of 2022 This bill reauthorizes through FY2027 two grant programs that support pediatric mental and behavioral health services and interventions. First, it reauthorizes and makes changes to a grant program for states, localities, and Indian tribes for statewide or regional telehealth access programs to promote the integration of behavioral health in pediatric primary care. Specific changes include allowing a nonprofit organization to receive the grant if the state (1) does not apply for the grant, and (2) supports the nonprofit's receipt of it. Additionally, recipients may use grant funds to support schools and emergency departments. Second, the bill reauthorizes a grant program for human services agencies and nonprofits to develop and maintain infant and early childhood mental health promotion, intervention, and treatment programs.

HR 5819: Autonomy for Disabled Veterans Act

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

SRES 546: A resolution expressing the sense of the Senate condemning the Russian Federation, President Vladimir Putin, members of the Russian Security Council, the Russian Armed Forces, and Russian military commanders for committing atrocities, including alleged war crimes, against the people of Ukraine and others.
