This resolution expresses the sense of the House of Representatives that the United States should not export COVID-19 (i.e., coronavirus disease 2019) vaccines to foreign countries until every eligible U.S. national and permanent resident who wishes to receive the vaccine is fully vaccinated.
This bill permits the Children's Bureau of the Administration for Children & Families to provide grants for programs that support a high-quality workforce to prevent, identify, and treat child abuse and neglect.
Employee Profit-Sharing Encouragement Act of 2021 This bill denies the business tax deduction for the remuneration of highly-compensated corporate employees unless the corporation has average annual gross receipts of less than $25 million and maintains a plan for making qualified profit-sharing distributions to its employees. The bill defines qualified profit-sharing distributions as cash distributions under a written employer plan that gives employees who have been employed for at least one year a right to profit-sharing distributions and bases the amount of such distributions on the measure of the receipts, profit, revenues, or earnings of the employer.
Treatment and Relief through Emerging and Accessible Therapy for PTSD Act or the TREAT PTSD Act This bill requires the Department of Veterans Affairs (VA) and the Department of Defense (DOD) to furnish stellate ganglion block to certain veterans or members of the Armed Forces (including reserve components) diagnosed with post-traumatic stress disorder (PTSD). Blocking the stellate ganglion (a group of nerves at the base of the neck) by injecting a local anesthetic is a treatment that may alleviate PTSD symptoms. The bill authorizes this treatment for any veteran or member of the Armed Forces who (1) is enrolled in the VA health care system or TRICARE program, (2) has been diagnosed with PTSD, and (3) has elected to receive stellate ganglion block after being informed by a physician of the risks and benefits. Such treatment may be furnished at a VA medical center, DOD medical facility, or through health care provider under the Veterans Community Care Program or TRICARE health insurance program. The bill also requires the VA and DOD to update the VA/DOD Clinical Practice Guideline (CPG) for the Management of PTSD to ensure that information about stellate ganglion block is included.
Capitol Remembrance Act This bill requires the Architect of the Capitol (AOC) to design and install in a prominent location in the U.S. Capitol a permanent exhibit that depicts the January 6, 2021, attack on the Capitol. To the extent possible, the AOC must preserve property that was damaged during the attack and include it in the exhibit. The AOC must also include (1) existing photographic records relating to the attack; and (2) a plaque to honor the U.S. Capitol Police and other law enforcement agencies that protected the Capitol, the individuals who died or sustained injuries to protect the Capitol, and the staff who helped restore the Capitol complex after the attack.
Girls' Leadership, Engagement, Agency, and Development Act of 2021 or the Girls LEAD Act This bill directs the Department of State and the U.S. Agency for International Development (USAID) to jointly report to Congress a strategy to strengthen the participation of adolescents, particularly girls, in democracy, human rights, and governance. The State Department and the USAID shall (1) implement activities to achieve this goal, including activities to increase adolescent girls' civic and political knowledge and skills and address barriers to political participation; and (2) prioritize foreign assistance funding for democracy, human rights, and governance programs toward achieving the goals in this bill.
Give Our Athletes Level Salaries Act or the GOALS Act This bill prohibits the use of funds for the 2026 World Cup until the U.S. Soccer Federation agrees to provide equitable pay to the members of the U.S. Women's National Team and the U.S. Men's National Team.
LGBTQ Business Equal Credit Enforcement and Investment Act This bill requires financial institutions to report certain credit application data to the Consumer Financial Protection Bureau for the purposes of enforcing fair lending laws. Specifically, financial institutions must report this data regarding lesbian-, gay-, bisexual-, transgender-, or queer-owned businesses. Currently, this data is reported regarding women-owned, minority-owned, and small businesses.
Token Taxonomy Act of 2021 This bill specifies that digital tokens, such as those used in virtual currencies, are not securities for regulatory purposes. The bill also provides for the tax treatment of virtual currencies, including by excluding from gross income any gains from virtual currency transactions up to $600, retroactive to January 1, 2021.
Updating Postal Data on Addresses for Trustworthy Elections Act or the UPDATE Act This bill requires the U.S. Postal Service (USPS) to regularly provide chief state election officials with change-of-address information. Specifically, the USPS must provide this information within 90 days and every 90 days thereafter. Additionally, the Election Assistance Commission must make payments to states to maintain their computerized voter registration lists.
Postal Vehicle Modernization Act This bill establishes requirements for U.S. Postal Service (USPS) vehicle purchases and charging stations. The bill's provisions only apply if specified funding is appropriated. Specifically, the bill requires the USPS to ensure that at least 75% of the total number of next generation delivery vehicles purchased using such funds are electric or zero-emission vehicles. The bill provides for a phase-out of medium- and heavy-duty vehicles that are not electric or zero-emission vehicles. The USPS must provide by January 1, 2026, at each postal facility accessible to the public, at least one electric vehicle charging station for use by the public or USPS officers and employees.
Modern GI Bill Act This bill authorizes individuals who are entitled to educational assistance under the Post-9/11 GI Bill to apply amounts of such assistance to repay federal student loans for up to 36 months. The bill sets a cap and annual cost-of-living increases for the amount of educational assistance that may be paid to an individual under this bill during FY2020 and the following years.
