HRES 405: Supporting the goals and ideals of the International Day Against Homophobia, Transphobia, and Biphobia.

This resolution supports the goals and ideals of an International Day Against Homophobia, Transphobia, and Biphobia. The resolution encourages (1) health care providers to offer culturally and clinically competent care to the lesbian, gay, bisexual, transgender, queer, or questioning (LGBTQ+) community; (2) schools to support the creation of gender and sexuality alliances; (3) individuals to learn about national resources for those who identify as LGBTQ+; and (4) funding organizations, aid efforts, and governments to prioritize the health and human rights of LGBTQ+ people.

HRES 398: Recognizing the forthcoming centennial of the 1921 Tulsa Race Massacre.

This resolution expresses the sense of the House of Representatives that the United States can achieve a more perfect union by condemning the violence and destruction perpetrated against the African American community of Greenwood in Tulsa, Oklahoma. The resolution states that a more perfect union may be achieved through other means as well, including by promoting tolerance and unity, and it recognizes Congress's commitment to acknowledge and learn from the history of racism and racial violence in the United States in order to reverse the legacy of white supremacy and fight for racial justice.

HRES 226: Recognizing that the United States has a moral obligation to meet its foundational promise of guaranteed justice for all.

This resolution expresses the sense of the House of Representatives that the federal government should begin a large-scale effort to reduce incarceration rates and reshape the American legal system by consulting with communities and individuals directly impacted by the justice system; decriminalizing certain behaviors, increasing diversion opportunities, revising sentencing laws, and reducing practices that contribute to recidivism; ending practices that advantage the wealthy and prohibiting private companies from profiting from the criminal justice system; and ending militarized policing practices, investing in other safety services, and implementing policies that address the needs of communities most affected by high rates of incarceration.

HRES 215: Recognizing the forthcoming centennial of the 1921 Tulsa Race Massacre.

This resolution recognizes the forthcoming centennial of the Tulsa Race Massacre of 1921. The resolution acknowledges the historical significance of this event as one of the largest single instances of state-sanctioned violence against Black people in American history; honors the lives and legacies of the estimated 300 Black individuals who were killed during the massacre and the nearly 9,000 who were left homeless and penniless; condemns efforts to cover up the truth and shield the white community, especially government officials, from accountability; condemns the continued legacy of racism and white supremacy against Black people in the United States, particularly in the form of police brutality; encourages education about the massacre, the history of white supremacy that fueled the massacre, and subsequent attempts to deny or cover up the massacre, in all elementary and secondary education settings and in institutions of higher education; and recognizes the commitment of Congress to acknowledge and learn from the history of racism and racial violence to reverse the legacy of white supremacy and fight for racial justice.

S 1689: Real Education and Access for Healthy Youth Act of 2021

Real Education and Access for Healthy Youth Act of 2021 This bill requires the Department of Health and Human Services (HHS) to establish grants to support sex education and sexual health services for young people (ages 10 through 29) and repeals requirements that apply to certain federally funded sex education programs. HHS must award grants, in coordination with the Department of Education, to (1) provide sex education to young people through elementary and secondary schools, institutions of higher education, and youth-serving organizations; and (2) train education professionals to effectively teach, and otherwise support, sex education. Sex education refers to high quality teaching and learning that follows, to the maximum extent practicable, specified educational standards; covers a variety of topics concerning sex and sexuality; explores values and beliefs about those topics; and helps young people gain skills to navigate relationships and manage sexual health. Additionally, HHS must award grants for the provision of sexual health services to marginalized youth to youth-serving organizations and health care entities that are eligible to receive covered outpatient drugs at reduced prices through the 340B drug discount program. Recipients of any of these grants must comply with certain nondiscrimination requirements. In addition, they may not use funds for sex education programs or sexual health services that provide incomplete or inaccurate medical information or fail to address specified issues. The bill also eliminates prohibitions regarding the content of specified federally funded sexual health education and information programs and repeals the Abstinence Only Until Marriage program.

S 1677: Encouraging More Proxy voting by Organized Workers, Employees, and Retirement Savers Act

Encouraging More Proxy voting by Organized Workers, Employees, and Retirement Savers Act or the EMPOWERS Act This bill modifies the requirements for single-employer retirement plans with respect to the fiduciaries and proxy voting procedures for such plans. Specifically, it requires the assets of such plans to be held in trust by a joint board of trustees that represents the interests of the employer and the interests of the plan participants and their beneficiaries on an equal basis. Additionally, the trustees of each plan must undergo training and establish proxy voting guidelines for the plan. In exercising a plan's proxy voting rights, a fiduciary may consider (1) the investment objectives of the plan participants and their beneficiaries, and (2) certain effects of negative externalities generated by portfolio companies.

S 1669: Military Retiree Survivor Comfort Act

Military Retiree Survivor Comfort Act This bill addresses the overpayment of retired or retainer pay to a joint account (bearing the name of the decedent and the decedent's designated beneficiary) during the month of the death of a retired member of the armed forces. Specifically, the bill authorizes the Department of Defense (DOD) to forgive or offset the overpayment if the decedent was enrolled in the Survivor Benefit Plan (SBP). In the case of an offset, each of the first 12 SBP annuity payments after the death of the retired service member must be reduced by one-twelfth of the overpayment. If the decedent was not enrolled in the SBP, DOD is authorized to forgive the overpayment.

S 1688: Federal Flood Risk Management Act of 2021

Federal Flood Risk Management Act of 2021 This bill directs agencies to reduce the risk of flood losses, minimize flood impacts, and restore and preserve natural floodplains. Additionally, an agency facilitating a financial transaction in an area subject to flooding has a duty to inform any participating private party of the hazards.
