S 1795: Pursuing Equity in Mental Health Act

Pursuing Equity in Mental Health Act This bill establishes and expands programs to address racial and ethnic disparities in mental health. Specifically, the Department of Health and Human Services (HHS) must award grants to establish interprofessional behavioral health care teams in areas with a high proportion of racial and ethnic minority groups. In addition, HHS may award grants to incorporate best practices and competencies to address mental health disparities in curricula for training social workers, psychologists, and other behavioral health professionals. HHS must also promote behavioral and mental health and reduce stigma associated with mental health conditions and substance use disorder through outreach to racial and ethnic minority groups. HHS must consult with appropriate advocacy groups and behavioral health organizations to develop a strategy for this outreach. The bill also (1) reauthorizes the minority fellowship program to support the education of mental health professionals who provide services to racial and ethnic minorities, and (2) requires studies on mental health disparities and the effects of social media use on adolescents.

S 1786: Rescuing Every Contributor from Unwanted Recurrences (RECUR) Act

Rescuing Every Contributor from Unwanted Recurrences (RECUR) Act This bill requires certain disclosures for recurring political contributions or donations. Specifically, the bill requires any person who is soliciting a recurring contribution or donation for a political committee, an independent expenditure, or an electioneering communication to receive the affirmative consent of the contributor or donor. This affirmative consent cannot be a passive action by the contributor or donor, such as failing to uncheck a prechecked box. In addition, any person who accepts a recurring contribution or donation must (1) provide a receipt for the initial contribution or donation and for each recurrence that clearly and conspicuously discloses all material terms, (2) provide all information needed to cancel the recurring contribution or donation in each communication with the contributor or donor, and (3) immediately cancel recurring contributions or donations upon request of the contributor or donor.

HR 3461: DOC Access Act of 2021

Dentist and Optometric Care Access Act of 2021 or the DOC Access Act of 20 21 This bill prohibits private health insurance plans from setting rates for items and services, except for dental cleanings, provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. Such doctors may elect to waive the application of the payment amount and choice of laboratories provisions of this bill. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.

HRES 423: Expressing the House of Representatives' support for COVID-19 vaccinations and affirming their safety and efficacy.

This resolution acknowledges the safety and efficacy of COVID-19 (i.e., coronavirus disease 2019) vaccines and encourages all eligible individuals to receive a vaccination.

HR 3381: School Bus Safety Act of 2021

School Bus Safety Act of 20 21 This bill addresses safety features for school buses. Specifically, the bill directs the Department of Transportation (DOT) to implement rules requiring school buses to include a three-point safety belt at each designated seating position, a fire suppression system which addresses engine fires, a firewall that prohibits hazardous quantities of gas or flame to pass through the firewall from the engine compartment to the passenger compartment, an automatic emergency braking system, an event data recorder, and an electronic stability control system. DOT must also establish a grant program to assist local educational agencies to purchase school buses equipped with three-point safety belts or any of the other safety features under this bill and assist them in modifying existing school buses to be equipped with such features.

HR 3407: MOM­MA’s Act

Mothers and Offspring Mortality and Morbidity Awareness Act or the MOMMA's Act This bill establishes various programs and requirements to reduce maternal mortality. It also increases federal tobacco taxes and equalizes the tax treatment of different tobacco products. Specifically, the Centers for Disease Control and Prevention (CDC) must provide technical assistance and best practices for collecting data, standardizing reporting, and preventing maternal mortality. The CDC must consult with the Health Resources and Services Administration (HRSA) on this assistance. The bill also provides statutory authority for CDC grants for state-based collaboratives to improve care immediately before and after birth and to improve maternal and infant health outcomes, and a HRSA program to improve the quality and safety of maternity care. Furthermore, the Department of Health and Human Services (HHS) must establish regional centers through health professional schools and training programs to educate health care providers about implicit bias and culturally competent care. In addition, the bill expands eligibility for Medicaid, the Children's Health Insurance Program (CHIP), and other benefits for pregnant and postpartum individuals. Specifically, it extends postpartum eligibility for Medicaid and CHIP for one year; provides coverage for oral health services for pregnant and postpartum individuals under Medicaid and CHIP; and extends postpartum eligibility for the Special Supplemental Nutrition Program for Women, Infants, and Children for two years. HHS must also take steps to publicize the benefits available to pregnant and postpartum individuals under Medicaid and CHIP, and the Centers for Medicare & Medicaid Services must provide guidance on Medicaid coverage for doula services.

HR 3423: Safe Drinking Water in Public Playgrounds, Parks, and Libraries Act

Safe Drinking Water in Public Playgrounds, Parks, and Libraries Act This bill requires the Environmental Protection Agency to establish a grant program to provide assistance to states and municipalities for the replacement of drinking water fountains that were manufactured prior to 2014 and are located in certain playgrounds, parks, or libraries.

HR 3437: LOANS for Biomedical Research Act

Long-term Opportunities for Advancing New Studies for Biomedical Research Act or the LOANS for Biomedical Research Act This bill requires the Department of Health and Human Services (HHS), in consultation with the Department of the Treasury, to establish the Biobonds Program to support loans for clinical trials for eligible drugs and medical devices. Specifically, Treasury must contract with institutions to act as fiscal agents to carry out the program. Fiscal agents must (1) purchase loans made to borrowers engaged in eligible biomedical research activities, and (2) sell bonds comprised of such loans. HHS shall guarantee a portion of the bond payments. An eligible borrower under this program is one conducting (or seeking to conduct) research related to a drug or device that is (1) intended to meet an unmet medical need; and (2) under investigation in certain types of controlled clinical trials, including a trial to investigate the safety and effectiveness of the drug or device. HHS must issue rules relating to various aspects of the program, including rules concerning (1) which loans should be prioritized for purchase, (2) the terms and conditions of the loans, and (3) the size of each bond issuance. Treasury must issue rules relating to the program's underwriting practices and compensation for the fiscal agents. The Government Accountability Office must periodically report to Congress on the program, including an analysis of the risk to the government in guaranteeing the bonds.

HR 3441: Substance Use Disorder Workforce Act

Substance Use Disorder Workforce Act This bill increases the number of residency positions eligible for graduate medical education payments under Medicare for hospitals that have addiction or pain medicine programs, with an aggregate increase of 1,000 positions over a five-year period.

HR 3447: Permanency for Audio-Only Telehealth Act

Permanency for Audio-Only Telehealth Act This bill expands coverage of telehealth services under Medicare. Specifically, the bill permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary). It also permanently expands coverage to include audio-only services for evaluation and management and behavioral health services; beneficiaries must have received in-person or video services during the preceding three-year period.
